Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

Position Summary: The Provincial Finance Officer will ensure efficient and effective delivery of office support services for the Provincial offices.The Finance officer will be accountable for their duties and ensure compliance in all IMC policies, systems and procedures. The Finance Officer will also be required to spend up to 50% of the month in the field to manage and control the finances in the District offices.

Location: Lahore

Reporting and Supervision: The Provincial Finance Officer reports to Finance Director and Provincial Director.

Specific duties and responsibilities include but are not limited to:

  • Establish good interpersonal relationships with all the employees and stakeholders
  • Scrutinise payment requests to ensure that all necessary support documents are in place (requisition, goods received note, contract, explanatory messages, etc), ensuring approval signatures are present, account codes are correct and budget is available to make the payment.
  • Process authorised payment requests for both cash and cheque payments.
  • Prepare petty cash and bank sheets (for CW and TA payments being made through provincial office to ISB), complete with supporting documentation, under the supervision of the Finance Manager (or in his/her absence the Finance Director).
  • Complete a daily cash count and regularly reconcile with FMS journal balances
  • Prepare monthly Petty Cash and Bank reconciliations, under the supervision of the Finance Manager (or in his/her absence the Finance Director).
  • Scrutinize the payment requests of Capital Works received from the District and the provincial offices as per the SoP’s.
  • Responsible for checking of Capital Work bills/stage payment invoices in accordance with the BOQ and approved contracts and timely processing as per the agreed timelines,
  • Responsible to check the supporting documents with each case before processing the payment
  • Assist Finance Manager & CPMU in the preparation of budgets and forecast for the capital works for the relevant province.
  • Ensure daily data entry of transactions into the FMS, and prepare and send reports to the Islamabad office every evening.
  • Process & follow-up Cash Advances with local staff in accordance with the agreed procedures
  • Ensure all entries in FMS are complete & accurate, validated and ready for posting.
  • Maintain clean and accurate accounting files with original documents. Documents should be filed in sequence with a document number clearly indicated.
  • Keep archives with photocopies of all accounting documents paid and entered from the Punjab Provincial Office. Ensure that all original documents and month-end closing documents are sent to the Islamabad office during the last week of the month, as instructed by the Finance Department.
  • Prepare and check month-end cash counts and bank reconciliations
  • Monitor and reconcile all cash advance accounts, including follow-up of old balances
  • Monitor & review security deposits, including follow up on deposits due to be returned
  • Undertake regular field visits to the district offices. Up to 40- 50% of the month will be required in the district offices.
  • Provide financial training for local district staff.
  • Assist in the reconciliation of cash advances.
  • In coordination with the line manager, develop and maintain a filing system of financial documentation,
  • The separate moth-wise files be maintained with proper coding/tagging.
  • Maintain clean and accurate accounting files with original documents. Documents should be filed in sequence and clearly indicates with a document numbers for easy access.
  • Contribute to sharing awareness of all financial procedures to all local staff
  • Provide accurate and timely activity-based reporting as per project SOPs: weekly, monthly, quarterly etc.
  • Provide informative, timely and effectively presented written reports/numerical data as required
  • Maintain Finance Data

Minimum Qualification and Experience required:

  • Minimum 7 years work experience with  any International Organization,
  • Experience of using of Financial Management Systems (ERP etc),
  • Qualified MBA, ACCA, ACMA
  • Excellent written and spoken English skills
  • IT literate, excellent knowledge of excel
  • Computerized Accounting Programs
  • Accounting and bookkeeping skills
  • Accounts payable and accounts receivables
  • Generally accepted accounting principles
  • Fund accounting
  • Preparation of financial statements
  • An understanding of relevant legislation, policies and procedures
