 Background & Rationale

World Vision International is a humanitarian aid, development, and advocacy organization, working in about 100 countries around the world to serve all people regardless of ethnicity, gender or religion. We work in Health, Education, and Resilience (Economic Development, Disaster Risk Reduction and Emergency Response). Our Cross-cutting themes are child protection, gender and social harmony.

World Vision International has been working on emergency relief and development programs in Pakistan since 2005. Our relief responses include the earthquake in 2005, floods in 2007, 2010, 2011 and 2012, the internally displaced persons (IDPs) Crisis in 2009 and 2012 and the 2013 measles outbreak in Sindh. Through its various projects, World Vision is focusing on health and maternal & newborn child health (MNCH), education access and quality and resilience through Disaster Risk Reduction (DRR) and economic development. These are achieved through cross-cutting themes of child protection, gender and social harmony. We work with civil society and government partners in parts of KPK, North Sindh and South Punjab and urban projects in Rawalpindi and Lahore.

World Vision Pakistan is implementing various projects on child protection, youth empowerment and education, health & nutrition, disaster risk reduction, water, sanitation and hygiene and advocacy. During the above mentioned emergencies and through our development projects, we have also implemented projects in the areas of food security and livelihoods by partnering with agencies like World Food Programme (WFP) and Food and Agriculture Organization (FAO).

1. Description of Project Being Evaluated

The project CICWB, the Area Strategy, Village Development Plans and Community Development Initiatives s are engaged to address sector specific issues with the expectation that children community development plans may radically change how the communities prioritize and work for child well-being. Three main thematic areas for intervention are implemented throughout the life of the project.

1)    CBOs of Men and Women at Village Level.

2)    Saving Mechanism of the CBOs for development initiatives.

3)    Government departments.

And the key approaches implemented to intervene the thematic area are:

  • Citizen Voice and Action to bridge the gap between communities and the government departments; particularly focus to advocate and address gaps in policy implementation.
  • Organize, train and engage communities (men, women, children and youth groups) to make the development plans and identify the small CDI schemes in the prioritized sectors/areas and on the basis of well-being ranking.

This project aims to contribute either directly or indirectly to following major child well-being outcomes i.e.

  • Children enjoy good health
  • Children are educated for life
  • Children experience the love of God and their neighbors
  • Children are cared for, protected and participating

Cross Cutting themes: (1) Gender and disability (2) Environment/Climate Change (3)Child Protection (4) Peace building and interfaith harmony.

Purpose

The purpose of these TORs is to identify three Subject specialist consultants for Ground level Advocacy, who can support the completion of the third party end-line evaluation, which will establish the contribution of this four year project in Sukkur and in the betterment of life of the children in the given areas. The evaluation will also reflect the success of the approaches WVP applied during the life of this project, including the approach of the empowerment of the CBOs to make capable to cope up with the challenges and children related problems.  The evaluation results serve as reflection on level of success in addressing identified problem/issues through project’s proposed design, as well as measuring the contribution made to the outcome level indicator in comparison to baseline.

Due to the highly technical nature of the work involved, it is essential that an experienced international Subject Specialist who will be able to follow specific responsibilities.

2)    Supporting the WVP in Data Interpretation, analysis and dissemination of findings

Key competences, technical background, and experience required Deadline

  • PHD or at least a Master’s Degree or equivalent in Social Sciences, Advocacy, Community Development or other related technical field with significant measurement or analysis component is required.
  • Senior-level experience - at least 15 years working experience of which 10 years should be related to the coordination and/or management of Evaluation and Researches.
  • Expertise in statistical analyses (familiarity with data processing and data analysis software, SPSS highly desirable)
  • Expertise to develop qualitative tools and interpret qualitative data.
  • Proven experience and design an implementation of advocacy based program evaluations.
  • Proven experience in high-end report writing.
  • Fluency in English.

Consultancy Fees:

Please indicate your ability, availability and daily rate (in PKR) to undertake the terms of reference above.  Applications submitted without a monthly rate will not be considered. Withholding tax of 10% will be deducted from the total amount. NTN is required.
