Background

USAID is a development partner to the Government of Sindh and is currently supporting the Department of Education and Literacy with implementation of the Sindh Basic Education Program (SBEP) in Dadu Jacobabad, Kashmore, Khairpur, Larkana, Qambar-Shahdadkot and Sukkur districts and selected Karachi towns of Bin Qasim, Gaddap, Lyari, Kemari, and Orangi. The overarching goal of SBEP is “Increased and Sustained Student Enrolment in Primary, Middle and Secondary Schools in targeted geographical locations in Sindh”. The Sindh Reading Program (SRP) is a five-year initiative in the same geographic areas as the parent SBEP. SRP will support the SBEP goal based on lessons learned from USAID and the Government of Sindh’s legacy of early grade teaching and learning.

Over the life of project, SRP aims to:

  • Improve teacher competencies for effective early grade reading instruction (Component 1);
  • Improve early grade reading assessment practices (Component 2);
  • Improve student access to supplementary reading materials (Component 3);
  • Enhance participation of parents and caregivers in support of early grade literacy for out of school children (Component 4).

Position Objective

The Master Trainers/Quality Control Officers (X16) will provide leadership during the training of the enumerators and during data collection. They will work closely with the Student Assessment Advisor (SAA) and Component 2 Manager from STS to implement the training program and provide oversight in the field during data collection. The Master Trainers and QCOs will work in teams to provide training to the enumerators and quality assurance during the data collection.

  • Master Trainers and Quality Control Officers for Sindhi (X14)
  • Master Trainers and Quality Control Officers for Urdu (X2)

Qualifications

  • Previous or current experience implementing training programs
  • Previous experience as a Master Trainer, required
  • Experience with implementation of training for EGRA or EGMA, preferred
  • Experience with tablet-based or mobile data collection applications
  • Experience with implementation of EGRA or EGMA data collection or other school-based assessment, a plus
  • Proven experience leading and managing data collection teams in Sindh province
  • Demonstrated experience working with the government of Sindh and other local NGO, a plus
  • Proven experience conducting, developing and/or managing large scale assessment, a plus
  • Classroom experience, a plus
  • Experience with teacher training, a plus
  • Fluency in reading, writing and speaking in English is required
  • Urdu or Sindhi proficiency in reading, writing and speaking is required
  • A master’s degree in education or other related field
  • At least 5 years of experience as a trainer and/or data collection manager

 

Specific Tasks

 

Overall, the Master Trainers/QCOs will provide training and support to enumerators during the data collection. They will undertake the following:

  • Lead training sessions for enumerators and others in data collection practices using EGRA and the tablet-based electronic data collection platform Tangerine
  • Responsible for the design and implementation of training modules
  • Ensure that all enumerators develop needed skills to conduct assessments
  • Provide guidance and supervision during data collection activities
  • Responsible for data quality during assessments
  • Responsible for tablet support during data collection
  • Review collected data for accuracy and provide feedback to enumerators
  • Ensure good working relations with local education officials
  • Participate in all trainings related to data collection
    • Coordinate with all sub-contractors managing technical and logistical aspects of activities
    • Troubleshoot all field problems, including technical issues related to tablets or data uploading
    • Works under the supervision of the SAA
    • Provide regular updates in writing and via phone
