JOB PROFILE:

The M&E Manager will effectively and efficiently manage all the monitoring and evaluation functions of the Ilm Ideas 2 programme.  The Manager will provide assistance to programme grantees to ensure they can accurately monitor, evaluate and report on activities and results in a timely manner. The M&E Manager will contribute to programme related knowledge management products and services. 

Principal Accountabilities:

Programme level M&E and reporting

  • Set up programme level systems, processes and procedures to report on the logframe, VfM and grantee indicators;
  • Identify appropriate data collection and analysis methods for regular internal and external monitoring;
  • Identify appropriate reporting channels and formats for effective internal and external reporting; document and report programme level results against the logframe every quarter and for Annual reviews;
  • Plan, manage and quality assure the work of any third party hired by Ilm Ideas 2 to collect baseline and endline data for grantees;
  • Plan, manage and review the work of technical assistance under this area;
  • Participate in monthly and quarterly meetings with grantees to monitor progress;
  • Act as the point of contact for the Evaluation service provider, Coffey.  Participate in regular meetings with them and respond to requests for information;
  • Coordinate with the VfM expert to integrate VfM metrics and processes into the M&E plan and with reporting on VfM;

Technical assistance to grantees

  • Prior to grant approval, provide technical assistance to Ilm Ideas 2 grantees (mid-size and scale up grantees and partner incubator) to help them develop their logframes and plans for monitoring and evaluation;
  • Ensure strong links between grantee logframes and M&E plans and planned programme level results;
  • After grant approval, provide technical assistance to grantees to help them:
    • Select resources they need for M&E (including consultants to conduct planned studies)
    • Develop ToRs for planned studies
    • Design appropriate tools for data collection to monitor and evaluate the outputs and outcomes of their projects
    • Establish systems and processes for collecting and reporting data within their project and to Ilm Ideas 2
  • Identify additional TA/capacity building needs related to M&E among Ilm Ideas 2 grantees
  • Set up systems and processes for quality assuring data reported by grantees to Ilm Ideas 2;
  • Make spot checks to quality assure data collected;
  • Provide other relevant services which may be required by the Ilm Ideas 2 leadership team and/or DFID which are critically to this work area.

Required qualifications and experience

  • Minimum 5 years’ experience in managing M&E processes (ideally in the education sector)
  • A sound technical understanding of contemporary M&E principles, methods and approaches, including learning assessment
  • Strong measurement, analytical, systematic-thinking, planning and organizational skills
  • Demonstrated experience and excellent skills in:
  • developing qualitative and quantitative data collection tools
  • developing logical/results frameworks, indicators and other key M&E tools
  • data/information management and analysis, with experience using databases and software applications;
  • Experience and sound understanding of field-level data collection and data entry
  • English fluency, both verbal and written, required
  • Master’s Degree in social sciences or other relevant field
