PURPOSE OF POSITION:

To support the National Director in ensuring that effective security measures for the National Office programs are both appropriately planned for and addressed within the national context.  Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

Major Activities

Strategy & Planning

  • Ensure alignment with National Office security strategy, WV security policy, and operational priorities of WV Pakistan.
  • Ensure all key security documents for assigned Areas are complete in accordance with WVI security standards, including: Country Risk Ratings, Security Risk Assessments, Visitors Brief, Security Plan, Evacuation Plan, Core Security Requirements, processes and procedures.
  • Provide leadership/ management to the Security Focal Points when applicable.
  • Plan to Conduct ongoing preparation of Risk Assessments Programs and Projects in the WV intervention Areas
  • Provide planning support to WV Implementing Partners (IPs)

Security Operations

  • Work with the Area District Manager/National Resilience Manager to carry out Security Risk Assessments as required/directed.
  • Risk Ratings for Area are established and updated as required
  • Ensure Core Security Requirements are implemented in line with Country Risk Ratings
  • Provide input and support to management in crisis situations and critical incidents
  • Conduct security investigations when required.
  • Prepare security orientation document / briefing and ensure all new incoming national staff and Expats visitors are briefed upon arrival.
  • Ensure compliance monitoring of Security SOPs.

 Staff Travel /Assets Movement Tracking

  • Establish, maintain, and monitor staff and asset movement tracking systems.
  • Maintain security information systems (security tree, SMS, email).
  • Plan to Conduct Security Assessment of WV Offices/Guest Houses/Hotels/ Ware house.

Networking and External Liaison/Engagement

  • Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
  • Build ongoing networks for sharing security information and coordination.
  • Develop and maintain strong contacts with military/police authorities as appropriate and in line with WV civ-mil guidelines and international code of conduct.
  • Develop and Maintain Emergency Contact Directory

Capacity Building and Technical Training

  • Coordinate the assessment, development and implementation of the national office/field office capacity building plan for security management based on local security risk assessments.
  • Seek to develop a culture of security awareness and monitor staff compliance.
  • Assist in developing and delivering Security Training Plan.
  • Assist Partner capacity building when appropriate. 
  • Facilitate WV online Security trainings for national staff (including translated sessions for those without Language skills).

Reporting and Documentation

  • Provide a regular security report to the National Office, ADM, and Regional Security Director (through NRM).
  • Ensure that all security incidents are reported in accordance with WV Security Policy.
  • Conduct performance reviews of the field-based security focal persons.
  • Collect, analyze and disseminate security information appropriately.
  • Ensure key security documents for Area Office are updated, shared, and filed. At minimum: CRR, SRA, Security Plan, Evac Plan, Visitors Brief, CSR, Building Assessments, SOPs.

Transport Management

  • Manage Transport Department Staff
  • Arrange Transport/Vehicles with proper document
  • Maintain files of all vehicles with proper documentation
  • Daily/Weekly/Monthly report to logistic coordinator

Knowledge, Skills, Abilities:

  • Bachelor’s degree or equivalent experience.
  • At least three (3) years  of experience in a proven security field (public, private, and government or NGO sectors). 
  • Minimum (2) years of experience working with UN Agency / NGO plus field security experience
  • Radio and/or Satellite phone communications experience, operations and management
  • Demonstrated experience in designing and delivering training.
  • Demonstrated ability to work effectively under pressure (particularly in a crisis situation)
  • First Aid qualified
  • Computer literate (Word, Excel, PowerPoint)
  • Practical knowledge of tools, mechanisms and procedures for personal and organizational security.
  • Professional - behave in professional manner at all times and demonstrate ability to represent the organization well at interagency meetings
