Overview

The Procurement and Logistics Manager will be responsible for the procurement of goods and services in the regional office in support of both in-kind grant activities and office operations. The Procurement and Logistics Manager will report to the Operations Coordinator at Karachi Regional office. The position will oversee the Procurement and Logistics Officers. 

 

Scope of Work

Lead the procurement and logistics team for Effective and efficient implementation of procurement process and logistics in compliance with the  Field Operations Manual (FOM) / Procurement Policies for both operational and grant procurements, and maintain up-to-date pre and post award procurement records.

  • Conduct reviews of “Procurement Requests” to clarify Specifications / SOW with the requesting departments to finalize and issue “Solicitations”.
  • Lead and supervise the team on effective and efficient Implementation of complete procurement process to finalize Procurement Award and ensure that all documentation requirements are fulfilled as regard to DAI’s Governing Policy on Procurement.
  • Lead the team to maintain continuous liaison with the Vendors and Subcontractors to track performance as regard to timely deliveries and milestones agreed in POs/Subcontracts.
  • Coordinate with admin team on logistical arrangements (Travel and Accommodation) for both Operational and Grant Procurements/Activities.
  • Lead the team on market research to review Grant Budgets to determine price reasonability of costs proposed by the Grantee.
  • Procure goods and services as outlined in grant agreements, including providing guidance for the identification of most appropriate procurement mechanisms. 
  • Manage the preparation of full and open competition solicitations; compiling information for the Bid Evaluation Committee; reviewing the technical and financial bid evaluations; and preparing and/or reviewing final bid evaluation decisions.
  • Solicit bids and quotes from vendors for items in adherence with program policies. 
  • Negotiate terms and conditions for subcontracts as necessary. 
  • Confirm that all invoices have been received and submitted for payment. 
  • Other duties as assigned by the supervisor.

 

Qualifications

  • University degree in relevant field. Master’s degree preferred. 
  • Minimum of Five (5) years of experience in related role required. 
  • Relevant experience working on USAID contract in a related role highly preferred. Experience with grants or small grants under contract programs required. 
  • Strong computer skills (MS Office suite) required. 
  • Excellent written and verbal communication skills required. 
  • English language fluency required.
