American Refugee Committee, International (ARC) is working in various countries in the world for the support of poor and migrated people in different ways. In Balochistan province of Pakistan, ARC has been working with a comprehensive package of intervention for the Afghan refugees in refugee villages of District Pishin and Quetta since, 2002 till 2014.

 

ARC Pakistan initiated implementation of Gender-Based Violence Project in three RVS Katwi, Ghazgai Menara and Zar Karez of District Loralai in 2015 with support of the United States Government through its Department of State’s Bureau of Population, Refugee and Migration (PRM). The project aims at reshape community behavior towards women, girls and boys and fosters an acceptable community environment that caters and protects women rights and discourages GBV from within their communities. The project address GBV needs of vulnerable groups within the refugee villages through formation of youth clubs (YC) and women friendly spaces (WFS). ARC Master Trainers identify, mobilize and enroll women/ girls (Survivors of GBV and women who are exposed to GBV) in WFS and boys in YCs at each refugee village of Loralai. ARC trained Psychosocial Counselors to provide counseling (with the strictest of privacy standards in place) to the survivors of GBV and the master trainers impart life skills including communication skills, decision making, leadership, self-confidence, positive behaviors, surviving stress and emotions and managing relationships and trainings on GBV and harmful Traditional practices to women and girls in WFS and boys in YCs.

 The American Refugee Committee aims to train project field staff who is implementing Gender Based Violence project with Afghan refugees in three villages of Loralai Balochistan province. The staff members have been trained on GBV, Harmful Traditional Practices, Health Hygiene, and Nutrition. The field staff capacity need to be built on advance training of life skills to address the masculine and feminine traits of men and women that resulting in gender based violence against women, girls and boys.

This will be called first part of the life skills training while second part will be proposed and budgeted on the bases of findings received from the first training as well as per need of the field staff.

II. OBJECTIVE OF THE ASSIGNMENT

The main objective of these Terms of Reference is,

  • Develop two separate modules of Training of Trainers (ToT) on life skills for male and female staff of the project who is engaged in implementing GBV project in Afghan Refugee Villages. The module will include some teaching material as well
  • To organize training of trainers for the ARC staff who will further role out the life skill sessions with women, girls and boys in WFS and YCs

Qualification/ Experience:

Any consulting firm/ consultant who has considerable experience of working on refugees, their Gender Based Violence situation/ issues and life skills training

Deliverables:

  • Separate ToT modules of Life Skills for girls and boys, including the teaching material
  • Training of trainers for GBV project staff
  • Report of the training

Documents need to be submitted to ARC

1) All Firms/ consultants will have to submit comprehensive technical and financial proposals, keeping in account the requirements specified above and the project objectives. The proposal should provide Company/ consultant profiles clearly stating the capabilities and capacity of undertaking the presented task.

b) Previous experience and physical evidence of previous work produced, preferably for the development sector clients

d) CVs/profiles of the team, who will work on the assignment,

2) A detail work plan including the outputs and their timeline from 5 to 28 July 2014

Mode of Payment

  • Total amount will be paid in 3installments
    • First installment will be paid in advance
    • Second installment will be paid on development of ToT module
    • Third installment will be paid on conduction of training and submission of the training report
    • The facilitator/ organization will submit a formal request for the release of installment and ARC International will release amount within 5 working days.
