Midterm Review

Project: “Just and Sustainable Peace in Pakistan”

 

Background

 

In partnership with six local implementing organizations, a peacebuilding project is being implemented in four districts of Punjab and three districts of KP provinces. Total duration of this project is three years, i.e., April 2014 to March 2017. In accordance with the agreement with the donor, a review of this ongoing project is required by a local consultant to assess relevance, efficiency and effectiveness of the project at the present juncture of the project cycle.

 

The local consultant will have professional competency in peacebuilding/development related sector and will also be responsible for writing the report. Details of the assignment are given below.

 

Purpose of Review  

The review shall assess the overall progress and level of achievements made during the current project period (24 months), while focusing on:

  • The results achieved through ongoing project interventions;
  • To the extent possible, assessing whether the project has had any positive or negative impressions on policy level in public and private sectors and in communities;
  • Assessing the constraints faced and opportunities available for growth of the project;
  • Assessing the possible revisions and adjustments required for the remaining duration (last 12 months) of the project period; and
  • Prospects of sustainability of the project.

 

Scope of Work

  • A consultant is expected to assess relevance of the project in the present conflict context of Pakistan;
  • Measure the efficiency and effectiveness of the project implementation in terms of agreed outputs and measured against the main indicators as mentioned in the project document;
  • Measure the risks and external factors affecting the project;
  • Outcomes of the project components; and
  • Impressions in terms of behavioral change and understanding among target groups (communities and policy makers); and
  • Existing mechanism for anti-corruption.

 

Methodology

  • The review will combine different methodologies to collect information through and from implementing partners, field, documentation and organization staff.
  • Special focus of the review shall be on the most vulnerable sections of society such as women and minorities.

• Organization Head office and other representations.

Qualification or specialized knowledge / experience required

  • At least 5-7 years of relevant professional experience in development projects reviews and evaluations.  
  • Good understanding and experience in social sector;
  • Good understanding of vulnerable/marginalized communities of society; and
  • Good communication skills.

  •          Profile of candidate/consultancy firm
  •          Proposal from the candidate/consultancy firm mentioning methodology, community participatory   techniques, time frame of the assignment.
  •         Detailed financial proposal including logistical and accommodation costs. The consultant/consultancy firm will bear his/her transportation and accommodation cost in the field while NCA and partner will support them in finding the best accommodation and logistics at field level.
