JOB PURPOSE The Director Programs will work closely with the Country Director to ensure the overall quality and impact for HF programming. The Director Programs leads the efforts to develop and implement programs that add value to the development efforts, achieve the greatest possible impact, and hold HF accountable to communities, donors and government. The Director Programs supervises all program managers and leads the development, integration and implementation of new and existing program/projects. He/she will be the primary backstop to the Country Director and provide support and assistance in donor communication, liaison with relevant government entities and external representation.

Main Responsibilities & Tasks:                                             

Programme

  • Based on the vision and focus outlined in the Charter develop and share a detailed strategy on how to expand HF’s programme base through strategic and successful funding proposals.
  • Provide leadership to program staff in all aspects of program/ project implementation, development and management
  • Ensure programs are implemented in ways responsive to the communities, in line with HF principles, values and strategic plan.
  • Supervise the program managers and ensure the achievement of program/project targets and objectives
  • Oversee the production of formal and informal reports and reporting schedules on all aspects of the HF programs (Including donor requirements) in a timely and efficient manner
  • Coordinate with the Program Support team to ensure operational systems are in place to support field programs including finance, HR, logistics, administration and IT.
  • Develop linkages and represent HF/CD at INGO/NGO forums
  • In coordination with the Country Director and Senior Management team take the lead in identifying and obtaining support for new initiatives
  • Oversees the development and implementation of quality assurance and technical support activities at the programme/project delivery point.
  • Act as the focal point for all programmes and represent HF/ Country Director at donors, communities and partner forums as and when so assigned. 
  • Provide regular progress and status updates as well as detailed analytical analysis of HF’s programme to the CD, Board and donors

Management

  • Ensure that Program department is staffed with experienced and competent staff.
  • Agree, oversee and monitor annual work plans and budgets for each staff ensuring each have clear KPI and scope of work
  • Undertake an appraisals as per HR policies
  • Train, supervise and mentor staff directly managed by the incumbent
  • Provide guidance and support to staff across the Foundation as and where appropriate
  • At all times adhere to and work within  the core values of the Foundation
  • Undertake any reasonable activity requested by the line manager including networking and representational tasks.
  • Comply with all HF policies and procedures pertaining to health and safety

Qualification Requirements: Master’s Degree in Social Sciences or related discipline with a minimum of 10 years related experience.

Essential Experience, Skills and Competencies

Professional Experience

  • At least 10 years relevant experience of working with NGOs preferably INGOs including management of grants and budgets of which  two must be at a senior management level
  • Demonstrated ability to support the management of and facilitate quality program and project implementation in the field.
  • Demonstrated ability to build staff capacity as well as excellent team and interpersonal relationship skills, especially in a cross-cultural setting, required
  • Ability to communicate program objectives and represent HF to international donors, government officials, local groups and community members critical
  • An  excellent understanding of the current international donor environment, funding trends/priorities and in particular knowledge of international donors working the field of economic /social enterprise development
  • Demonstrable  experience of successfully developing programmes and securing donor funding
  • Proven experience of donor liaison, reporting and negotiations 
  • Must have proven experience of strategic planning

  • Strong leadership qualities that include ability to lead and coordinate a multi-disciplinary team of professionals
  • Ability to work with minimum supervision and in a team environment to achieve maximum results in a cost effective manner
  • Excellent interpersonal skills
  • Written and verbal communication skills in English and Urdu.
  • Strong management skills (staff, finance and time) required to meet tight deadlines
  • Proven ability to analyze complex data and interpret and synthesize qualitative and quantitative reports and financial information
  • Good IT skills to include Excel, Word and use of databases essential desirable
  • Grant management experience essential
  • Excellent negotiation and networking skills
