Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.


Position Summary:

PERFORM is recruiting for the position of GIS Lead. Under the guidance of the Senior Advisor MIS/GIS, the selected candidate will be required to manage the GIS team of PERFORM and will also act as a liaison between the team and USAID.

This is a full-time position based in Islamabad, Pakistan, with limited travel to field sites as needed. It is expected to begin immediately and continue through April 2020. 


Responsibilities:

  • Manage the GIS technical teams to develop and deliver a range of services and products to build GIS capacity of the project as well USAID.
  • Manage online and local GIS server of PERFORM.
  • Manage and maintain GIS Tracker and online map repository.
  • Maintain DB of GIS Layers and RS data following ISO standards.
  • Develop and establish common formats for data sharing, data management and GIS within the project and between PERFORM and USAID.
  • Develop and establish GIS tracking system for use within the program, complementary to other tools, to ensure effective tracking of geospatial data relevant to planning, monitoring and evaluation of projects.
  • Author tools and scripts in GIS and RS software packages to automate processes using Python, JavaScript, C++, etc.
  • Develop and maintain spatial as well as non-spatial DBMS (MS SQL Server, PostGIS).
  • Provide technical support and advice to the client on different GIS and RS related issues.
  • Provide support and technical direction to the staff working in the field in order to ensure a consistent two-way flow of data and information from the field offices to project center.
  • Support the MIS team with routine maintenance and implementation of effective monitoring and evaluation system of the project and the project activities, in line with logical frameworks.
  • Provide support and recommendations of GIS and RS best practices.
  • Provide GIS/M&E advisory and administrative support to the staff of PERFORM.
  • Analyze spatial data for geographic statistics to incorporate into documents, reports and dashboards.
  • Conduct GIS and RS related trainings and workshop for the staff.
  • Integrate innovative techniques and technologies in the GIS and RS workflows.
  • Develop GIS and RS related concept papers and reports.
  • Perform other duties as assigned by the management.

 

Qualifications:

  • MS degree in Computer Science, Geography, Space Sciences, Software Engineering, or GIS & RS.
  • At least eight (8) years of relevant experience.
  • Strong knowledge of Geographic Information Systems.
  • Strong practical experience of ESRI products (including ArcGIS Server), ERDAS Imagine and OSGeo suite.
  • Remote sensing experience required.
  • Experience in monitoring and evaluation systems is preferred.
  • Strong communication and organization skills.
  • Ability to work in a team environment.
  • Ability to produce high quality work under deadlines.
  • Ability to manage multiple assignments.
