Investment Promotion Officer

USAID’s Punjab Enabling Environment Project (PEEP) aims to improve the enabling environment for the agriculture sector in Punjab, to promote private sector-led growth, especially focusing on the horticulture, livestock and dairy sub-sectors.

Position Objective: PEEP has entered in a number of MOUs with the various public and private sector organizations to spur investment in the targeted sectors. To support its investment promotion services, PEEP uses Transaction Advisory Services and Matching Grants.  The project is looking for an Investment Promotion Officer to support the project’s investment promotion efforts.

The Investment Promotion Officer will be engaged in the following activities:      

• Coordinating with the Project team and other stakeholders to identify potential investors within PEEP’s targeted subsectors;
• Contacting investors and making individual and group presentations on investment opportunities;
• Coordinating investment conferences and road shows with investors;
• Preparing concept notes for TAS and matching grants mechanism.

Job Description:

• Providing input and support in investment mobilization strategies, work plan implementation and other activities to meet the targets under investment mobilization component of the project
• Providing input and support in implementation of Transaction Advisory Service (TAS) Program targets as per the schedule in annual work plan
• Providing input and support in implementation of Matching Grants Program targets as per the schedule in annual work plan
• Identifying specific investment opportunities and imparting professional advice / due diligence to project stakeholders in the selected sub-sectors
• Assisting in analysis of business and financial models for feasibilities, research, investments reports, and recommendations in the selected sub-sectors
• Developing SOWs and EOIs/RFAs/RFPs as per USAID standards
• Coordinating with other components of the project on investment related activities
• Preparing and submitting progress reports to the satisfaction of M&E team as per USAID’s requirements
• Ensuring proper reporting, filing, and archiving of all relevant administrative, technical and program related documents
• Maintaining data and record of all related documents in electronic and hard copy files
• Performing other duties as assigned from time to time

Qualifications and Skills Requirements: 

• Master’s degree in business/public administration, finance, banking or other related field from a leading foreign or Pakistani university
• At least 03 years of progressive and relevant experience in corporate or development sector
• Good report writing, and research skills
• A certain degree of creativity and latitude is required to blend financial and marketing skills
• Proficient in the use of relevant computer technology (internet, word processing, spreadsheets, database etc.)
• Fluency in English and Urdu

Specific Qualifications:

• Be able to provide technical support to spur private sector investments
• Be a technical professional with expertise in developing and managing investment tools (e.g., investment program, matching grants, etc.) and private investment portfolios or public private partnerships models
• Be skilled in conducting financial research and due diligence on investments in key PEEP sectors (e.g., horticulture, livestock and dairy)
• Be well-versed in structuring investment opportunities and providing transaction advisory services 
• Be able to work under tight deadlines and can efficiently handle multiple tasks
• Possess strong report writing, management and financial analysis skills
• Previous work experience with USAID/ international donor/ investment agency/ corporate sector is highly desired
