PURPOSE OF POSITION

In close coordination withWorld Vision Pakistan (WVP) and WVC the Project Manager will provide overall technical and administrative leadership to the project implementation team in Pakistan, This includes direct collaboration with the ENRICH Chief of Party in the ]development of implementation strategies, budgets, work plans, monitoring and evaluation plans and technical reporting for the Project.

The Project Manager will also oversee project planning and quality assurance, including ensuring the quality and timely achievement of all deliverables, and will be accountable for management of project budget and work with project finance staff to develop financial reports.

In collaboration with the project staff, the Project Manager will facilitate the conceptualization and development of health systems strengthening and nutrition project interventions, ensuring that cross-cutting themes such as do-no-harm, gender etc. are fully integrated into the project.

The Project Manager will coordinate with WVP based technical staff to ensure adequate technical support to the field based staff in Sukkur District. The Project Manager will be based in Karachi and will make regular field visits to ensure quality of implementation. The PM will also expected to develop and implement a capacity building plan for the project staffIt is expected that the Project Manager will make regular field visits in order to provide mentoring and professional development support to project staff, with emphasis on building capacity of field staff.

The Project Manager will be responsible for engaging with WVC and, as appropriate, ENRICH programme staff in other implementation countries (In addition, the Project Manager will engage with relevant stakeholders in Pakistan, Including local partners, MI, Harvest Plus, relevant technical working groups (in collaboration with National Technical Advisors), government ministry departments at the Provincial, District and Tehsil levels.

ROLE DIMENSION/DESCRIPTION

Grant/project management

  • Management - program is implemented successfully and within established timelines
  • DM&E - High standards of  quality assurance and reporting
  • Compliance - ensure project is implemented in compliance with WV and Donor quality standards
  • Finance – financial  reporting is accurate and delivered on time

 Relationship Management of internal/external stakeholders

  • Good relations with key stakeholders, including donor and government officials
  • Manages relationship in country with consortium members
  • Establish National Coordinating Committee, where applicable

 Staff Supervision

  • Supervise any direct reports (TBC), consultants and subcontractors and provide mentoring and professional development to project staff.

  • Perform other duties as required

 KNOWLEDGE, SKILLS & EXPERIENCE

Education

  • Relevant Degree in Health or Nutrition
  • Master’s degree in related field.
  • Registration with Pakistan Medical& Dental Council

 Experience

  • A minimum of Five (05) years of experience managing/implementing health or nutrition programs
  • A minimum of Five (05) years of progressively responsible supervisory work experience including direct supervision of professional and support staff and teams
  • Demonstrated experience managing similarly complex, budgets/portfolios and coordination with multiple programs and partner institutions.
  • Solid experience implementing long-term development programs with a focus on Health and Nutrition.
  • Demonstrated ability to lead and work with other technical staff, experts, and with counterparts from the public, private and NGO sectors.

 Knowledge & Ability

  • Technical proficiency in Health/Nutrition development program design, implementation, and M&E Including 1000 Days approach, MNCH, CMAM
  • Strong knowledge of National health policies/programs and the organisation of the National health system
  • Knowledge and prior application of participatory methodologies.
  • Knowledge of community based organisations and processes
  • Strong knowledge of Microsoft office programmes, i.e. word, excel, internet explorer.
  • Strong English and local language
  • Proven leadership skills
  • Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.

  • Ability to travel and work in remote locations up to 50% of the time
