 ‘Development/Upgradation and maintenance of website for the Directorate of Human Rights – Khyber Pakhtunkhwa’

Introduction

Scope of the Assignment

Proposed Content Management System and complaint module Features

OCMS (One Content Management System) combines simplicity for users and publishers with under-the-hood complexity for developers. This makes it flexible while still being easy-to-use.

 

The following is a list of some of the features that come as standard with OCMS; however, there are literally thousands of plugins/modules that extend what OCMS does, so the actual functionality is nearly limitless.

 

• Simplicity (Simple Interface) Simplicity makes it possible for you to get online and get publishing, quickly. Nothing should get in the way of you getting your website up and your content out there.
• Flexibility(Create as many pages, sub domain websites etc) With OCMS, you can create any type of website you want: a personal blog or website, a photo blog, a business website, a professional portfolio, a government website, a magazine or news website, an online community, even a network of websites. You can make your website beautiful with themes, and extend it with plugins. You can even build your very own application.
• Publish with Ease (Dynamic Pages and document repository) If you’ve ever created a document, you’re already a whizz at creating content with OCMS. You can create Posts and Pages, format them easily, insert media, and with the click of a button your content is live and on the web.
• Publishing Tools (Publishing document/pages after approval) OCMS makes it easy for you to manage your content. Create drafts, schedule publication, and look at your post revisions. Make your content public or private, and secure posts and pages with a password.
• User Management (System Access Management) not everyone requires the same access to your website. Administrators manage the site, editor’s work with content, authors and contributors write that content, and subscribers have a profile that they can manage. This lets you have a variety of contributors to your website, and let others simply be part of your community.
• Media Management (Picture and Video Gallery) They say a picture says a thousand words, which is why it’s important for you to be able to quickly and easily upload images and media to OCMS. Drag and drop your media into the uploader to add it to your website. Add alt text, captions, and titles, and insert images and galleries into your content. We’ve even added a few image editing tools you can have fun with.
• Full Standards Compliance (Compatibility) Every piece of OCMS generated code is in full compliance with the standards set by the W3C. This means that the website will work in today’s browser, while maintaining forward compatibility with the next generation of browser. Your website is a beautiful thing, now and in the future.
• Easy Theme System (Change the look and feel of the website) OCMS comes bundled with two default themes, but if they aren’t for you there’s a theme directory with thousands of themes for you to create a beautiful website. None of those to your taste? Upload your own theme with the click of a button. It only takes a few seconds for you to give your website a complete makeover.
• Extend with Plugins (Add new features) OCMS comes packed full of features for every user, for every other feature there’s a plugin directory with thousands of plugins. Add complex galleries, social networking, forums, social media widgets, spam protection, calendars, fine-tune controls for search engine optimization, and forms.
• Built-in Comments (Commenting tool for blogging) your blog is your home, and comments provide a space for your friends and followers to engage with your content. OCMS’s comment tools give you everything you need to be a forum for discussion and to moderate that discussion.
• Search Engine Optimized (built in SEO) OCMS is optimized for search engines right out of the box. For more fine-grained SEO control, there are plenty of SEO plugins to take care of that for you.
• Multilingual (Publish pages in URDU, ENGLISH or any other language) OCMS is available in more than 70 languages. If you or the person you’re building the website for would prefer to use OCMS in a language other than English, that’s easy to do.
• Easy Installation and Upgrades (easy to change hosting) OCMS has always been easy to install and upgrade. If you’re happy using an FTP program, you can create a database, upload OCMS using FTP, and run the installer. Not familiar with FTP? Plenty of web hosts offer one-click OCMS installers that let you install OCMS with, well, just one click!
• Importers (Shifting to new server) Using blog or website software that you aren’t happy with? Running your website on a hosted service that’s about to shut down? If you’ve ever seen adverts appear on your website, you’ve probably been pretty annoyed. Using OCMS means no one has access to your content. Own your data, all of it — your website, your content, your data.
• Freedom (Open Source, free to resume) OCMS is licensed under the GPL which was created to protect your freedoms. You are free to use OCMS in any way you choose: install it, use it, modify it, and distribute it. Software freedom is the foundation that OCMS is built on.

 

Developer Features

 

• Plugin System the OCMS APIs make it possible for you to create plugins to extend OCMS. OCMS’s extensibility lies in the thousands of hooks at your disposal. Once you’ve created your plugin, we’ve even got a plugin repository for you to host it on.
• Theme System Create OCMS themes for occasions, target audience, special days and for OCMS users. The OCMS API provides the extensibility to create themes as simple or as complex as you wish. If you want to give your theme away for free you can give it to users in the Theme Repository
• Application Framework If you want to build an application, OCMS can help with that too. Under the hood OCMS provides a lot of the features that your app will need, things like translations, user management, HTTP requests, databases, URL routing and much, much more.

 

Complaint Module Features

 

Customer Portal

All support requests and responses are archived online. User can login using email/CNIC and Complaint ID. No user account or registration required to submit a Complaint.

Web-based Platform

MyComplaint is a web-based multi-user customer support platform. No local installation required. Access it anytime - from anywhere.

Autoresponder

Configurable automatic reply sent out when a new ticket is opened or a message is received.

Attachment Support

Allow web attachments. Configurable file type whitelisting to enhance security.

Referral System

 

Referral Mechanism

Complaint can refer to any using email. Admin will select complaint and add the referral user email to whom complaint is going to refer. Complaint all details will be emailed to referral user.

NGOs Database Module Features

NGO Information

Registration/Information form will be available to admin to add the details about NGO e.g. Name, address, phone, sector, Owner etc.

Application Information

 

All applications will be reviewed under the following standardized criteria:

2. Proposed Implementation plan
3. Proposed Instruments/Tools
4. Proposed Lead Consultant CV
3. Financial Proposal (10)

 

Timeline:

Starting from the thirdweek of May, 2016 and will end by August 31, 2016.

 

Request for proposal:

 

The Asia Foundation is inviting Technical and Financial Proposal in hard copy for the aforementioned consultancy. The proposal should be sent in a sealed envelope with two inner sealed envelopes (one envelope with technical and the other with financial proposal). Assignment title should be clearly written on the envelope. The proposal must be accompanied with following documents:

 

• A short proposal for conducting this assignment including a comprehensive work plan with clear timelines.
• CV of the Team Lead
• Profile of the Firm

1. Reputable Software Firms and individual consultants with proven track record of relevant experience of similar work.
2. Ability to deliver quality work on time
3. Can work under the tight deadline
