Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

 

Position Summary: This position is responsible for leading and managing the provincial team and district teams in the province for all aspects of programme management throughout the Program development and implementation.

 

Location: Lahore

 

Reporting and Supervision: The Provincial Director reports to Deputy Team Leader.

Specific duties and responsibilities include but are not limited to:

 

  • Develop and maintain effective stakeholder engagement at Provincial and District Level by building professional relationships with the Punjab Government officials, national organizations, NGOs, Development Partners and representatives of community groups operating in the field of education and related sectors; and
  • Establish good interpersonal relationships within the CPMU.
  • Manage the delivery of Provincial and District targets against approved Workplans by;
    • Being responsible for the day-to-day management of the provincial  office teams and essential operations;
    • Providing technical and operational support for individual members of the team where necessary; and
    • Making frequent monitoring and supervising visits to District offices and schools to ensure both quality of end products and adherence to set procedures.
    • Support the DTL / TL to ensure all essential programme operations, both technical and operational are effectively managed and all  programme deliverables are met, by:
      • Ensuring that the various agencies, including delivery partners and individuals, work together to achieve the programme objectives;
      • Assisting with the overall technical, financial and administrative planning and management of the project activities;
      • Assisting with the preparation and revisions of the Educational Infrastructure Strategic Plan and annual work plans;
      • Leading Capacity Building at Provincial and District levels;
      • Ensuring mobilisation of SC/CCSIs, NGOs, Contractors, School Support Teams and others involved in school construction;
      • Contributing to the compilation of management and technical manuals and formats;
      • Coordinating with the Duty of Care Manager to manage Security at Provincial and District levels; and
      • Planning and hosting any visiting teams from the DFID-P.
      • Ensure all reporting requirements are met by:
        • Compiling reports on programme progress to the CPMU; 
        • Contributing to the production of all official records of the programme for Head Office and DFID-P;
        • Contributing to the preparation of quarterly and programme completion reports, and the annual programme review; and
        • Contributing to the collation of information and data on the programme KPIs, including log-frame outputs.

Minimum Qualification and Experience required:

  • Experience / involvement in similar projects; 
  • Prior experience of working in the Province.
  • At least 10 years project management experience;
  • Proven man management skills are essential; and
  • Previous experience of delivering multiple infrastructure projects through a mix of conventional and community contracting procedures would be advantageous.
  • Qualifications in programme/project management;
  • Must be fluent in English, Urdu and Punjabi: written & spoken.
  • Experience / knowledge of business operations in Pakistan;
  • Knowledge of DFID and Department of Education procedures would be advantageous;
  • IT Literacy: ability to use M’soft Office: Word, Excel and PowerPoint
