Chemonics International, an international development consulting company based in Washington, D.C., seeks Pakistani national candidates for the USAID-funded Punjab Enabling Environment Project (PEEP). This five year initiative aims to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on the horticulture and dairy and livestock sub-sectors. We are seeking technical specialists for the following long-term position based in Lahore, Punjab province, Pakistan.

Monitoring and Evaluation Specialist

  • Responsible for all monitoring, evaluation and reporting activities under the PEEP.
  • Leads development and management of the project’s Performance/Activity Management Plan
  • Maintains systems to collect and analyze information on inputs, outputs, outcomes and impact of the program
  • Designing, implementing, and overseeing of all project monitoring and evaluation systems, and ensuring that M&E systems track all performance indicators required by the USAID.
  • Closely coordinates with the project technical experts and contribute to the design of the project performance management plan and annual work plans
  • Provides overall leadership in design and implementation of M&E methodologies for project baseline studies, assessments, evaluations, research, and other studies.
  • Responsible for all reporting deliverables, uploading data into Pak Info, and responding to USAID's requests for information.
  • Supervises business enabling environment mid-term and final evaluations and provides technical assistance as necessary to design and respond to third-party capacity building evaluations.
  • Serves as the gender liaison assessing gender issues in all aspects of project implementation.
  • Reports to the chief of party; does not have any direct supervisees.

Qualifications

  • Master’s degree in Social Sciences or other field related to development;
  • At least 8 years of senior level experience in similar capacity. M&E experience with USAID projects  preferred;
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work;
  • Excellent communication skills;
  • Detail oriented and ability to accurately document files;
  • Fluency in both written and spoken English required.
  • Excellent computer skills
