PURPOSE OF POSITION

Improving the quality of WV Pakistan integrated program through maintaining efficient and effective monitoring systems and local mechanisms to improve accountability, improving internal information flows.  Providing  field-based program support on M&E.  This position will be the technical lead and owner of WVP’s programme results based monitoring in all projects and will contribute analysis of monitoring to support effective programming and documentations of lessons learned. 

Act as information focal point at the location (Islamabad) ensuring information flow between the different units, and between location and KPK/Punjab/Sindh/ Islamabad Offices

Major Activities:

Lead WVP’s Project Monitoring

  • Leads output monitoring of field monitoring staff.     Technical guidance / Matrixed management of project monitoring. 
  • Design and contextualization of the latest monitoring tools for each project.
  • Critical analysis of the all the reports and data to identify issues, capture trends and document lessons learned. Guidance to individual projects.  Close integration with report writing teams to assure that lessons learned captured in reports and are understood by field staff.
  • Leads the monthly compilation of the multi-stakeholder grant health tool. 
  • Building capacities of MEAL team and PQDA staff in monitoring and design aspect including travel to the field up to 35%. 

DM&E technical guidance to all projects & NO

  • Assuring all projects utilize the WV Learning through Evaluation and Planning DME Framework (LEAP). Alignment of project designs and compliance to LEAP Standards in monitoring.
  • Support project designs with LFA & monitoring plans as needed.
  • Support and backstop Evaluation and Research SPO as needed.  Design TORs for, assist in, or lead implementation of assessments as needed.

Program Accountability

  • Ensuring Project teams are oriented on the program accountability framework.
  • Ensuring community complaints and feedback is documented properly.
  • Ensuring complaints and feedback is addressed in compliance to program accountability framework requirements.
  • Ensuring aspects of accountability as guided by program accountability framework are addressed in monitoring.

 

Skills, Knowledge and Experience:

  • Masters degree/University degree in any of the relevant field - rural development, Economics, and Statistics
  • At least 5-years of experience in management of monitoring and evaluation of humanitarian relief or development projects
  • Work experience in complex emergency/rehabilitation settings/development programs
  • Candidate has produced research and has developed recommendations to management in response to findings of monitoring. 
  • Travel to urban and rural areas including underdeveloped areas.  Travel up to 35%
  • Fluent in English, preferred knowledge of Urdu/Hindko/Pashto
  • Experience in analysis and reporting.   Critical analysis and deep understanding of complex issues.
  • Ability to travel to the field
  • Familiarity with data management software (MS Access, MS Excel, SPSS, etc) desirable
  • Knowledge of the geographical location and cultures
  • Understands and values diversity and maximizes diversity to achieve organizational goals
  • Proven experience in implementation of monitoring and reporting systems and quantitative/qualitative data collection techniques.

  • Ability to write and edit reports and work effectively under pressure
  • Ability to influence team and balance varied expectations of monitoring system.
