Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

 

Position Summary:          

This position is responsible for ensuring educational infrastructure construction works are completed to programme standards. The position shall monitor and verify the works, providing technical assistance and other capacity building interventions to reduce capacity gaps by interfacing with PTC/SCs, CCSIs, Contractors and School Support Team colleagues. 

 

Location: Charsadda 

 

Reporting and Supervision: The District Engineer reports to the District Senior Engineer.

 

Specific duties and responsibilities include but are not limited to:

 

  • Establish good interpersonal relationships within the SST.  Proactively build effective working relationships with District Education Officers, PTC/SC Members, CCSI members and Contractors.
  • Create a win-win environment by gaining agreement from partners and / or Customers before taking partnership-oriented actions.
  • Using Capacity Assessment tools identify Humqadam related Infrastructure Engineering capacity of target Customers: PTC/SCs, CCSIs, Contractors, and School Support Team Colleagues.
  • Working across multiple sites to;
    • Provide advice and technical support on all construction related procurement; 
    • Oversee school construction works to ensure work is conducted and completed to programme standards; 
    • Conduct regular inspections and approvals of construction work;
    • Deliver technical support to all Customers;
    • Approve materials on request;
    • Overview all Health, Safety and Environmental (HSE) issues during construction
  • Deliver Humqadam Engineering technical assistance and capacity building interventions to all Customer segments.
  • Produces work completion certificates together with SC/PTC
  • Participate in the organization and delivery of Introduction Cluster Training for PTC/SCs, DEOs and CCSIs.
  • Provide accurate and timely activity based reporting as per project SOPs: weekly, monthly, quarterly etc.
  • Provide informative, timely and effectively presented written reports/numerical data as required.
  • Collect and evaluate contractors’ daily reports.
  • Prepare statement of requirement (SoR) with SC/PTC.
  • Maintain a project tracker.
  • Report incidents / accidents.

 

Required Skills and Qualifications:

  • A relevant Bachelor’s Degree/ DAE and / or equivalent Engineering qualifications;
  • Written and spoken English as well as local language(s);
  • IT Literacy: able to use Microsoft Word, PowerPoint and Excel at an intermediate level plus knowledge of Smartphone / tablet  applications; and
  • Good Knowledge of quantities survey.
  • Knowledge of Site layouts.
  • Understanding of local community and related cultural sensitivities; and
  • Previous work experience in the Infrastructure / Construction Sector.
