PURPOSE OF POSITION:

CVA Officer will be responsible to implement the Citizens Voice and Action (CVA) Project in line with WVP national advocacy strategy to empower communities especially children and women, and also give support to all projects in which CV Action and advocacy approach is involved. In this way, communities are more aware about their entitlements including social, economic and political rights & responsibilities and are able to live in an environment in which they not only claim their own rights but also their sustainable and prosperous future in terms of communities’ participation and representation. CVA officer will assist the CVA Coordinator to lead, manage and promote CV Action approach within and outside the organization with various stakeholders. S/hewill support all WVP’s CVA & advocacy-based interventions which aim to empower communities especially children and women and other social excluded groups and minorities. ., S/he will ensure that all WVP strategies are aligned with and a mechanism of sustainability is ensured through community and engagement effective engagement for better life of children as World Vision aimed in Child Well being outcome. She/He will working in support Coordinator in collaboration with others projects in Urban. Integrated Program.

Major Activities:

Government Engagement:

  • To represent & introduce WVP into government line departments, its goals and objectives to ensure rapport-building, linkages development, and close coordination.
  • Facilitate capacity-building of government line departments on social inclusion approaches and concepts involving social mobilization, CVA & Advocacy and CDI in the context of community empowerment
  • Ensure that public policies and decisions are discussed and understood by government and WVP.
  • Facilitate CVA exercises with government departments.

Community engagement

  • To represent & introduce WVP into communities, its goals and objectives to ensure confidence & rapport building, and to mobilize the communities, especially vulnerable sections, for their active participation and representation into WVP interventions under a socially-inclusive approach. 
  • Ensure capacity-building of communities on the concepts of CVA, social mobilization, CDI and advocacy approaches.
  • Ensure that public policies, procedures and mechanism are discussed and understood by communities.
  • Community mobilization through information dissemination/corner meetings on public policy issues.
  • Identification of key social activists in the target area of WV to ensure active community participation and representation in public gatherings.
  • Formation and strengthening of community groups such as Village Organizations (VOs) and sub-committees as well as document their local priorities and practices through Village Development Plans (VDPs).
  • Work closely with CBO/CSC/CSO and build their capacity in CVA, social mobilization, CDI and advocacy to encourage effective community participation.
  • Facilitate CVA exercises with the communities
  • Efficiently co-ordinate with all stakeholders at local, district and at provincial  levels

CVA facilitation trainings

  • Strengthen the capacity of internal and external stakeholders in order to facilitate the CVA activities.
  • Support CVA Coordinator in conducting CVA, mobilization and advocacy trainings and for VOs/CBOs and other formal and non-formal community structures

Integration of CVA

  • Conduct meetings with working groups of each sector in District Support Groups to identify the issues and inform the government and WVP Management
  • Ensure application and integration of CVA approach into WVP integrated model
  • Understand and incorporate WVI Protection standards, Child Protection Policies and cross cutting themes into all sectors of work.
  • Submission of daily field visit reports
  • Any Other tasks as assigned by the Supervisor

Preferred Skills, Knowledge and Experience:

  • Masters/graduate degree in social sciences especially development studies, anthropology, sociology, social work, or other social sciences related subjects. 
  • Knowledge and experience of community’s issues identification and prioritization. 
  • Have good understanding and experience of social inclusion approaches involving social mobilization, CVA, advocacy and CDI concepts. 
  • Experience of working in community empowerment focused projects while effectively engaging the communities and government. 
  • Knowledge and experience in monitoring and evaluation activities, preferably with the social sector. 
  • Good writing skills
  • Skills and experience in implementing Programme/project activities with a key focus on sustainability and linkages development.
  • Ability to work as an effective team player 
  • Administration and information management skills 
  • Ability to work under pressure with tight deadlines
  • Have experience of working on and with vulnerable sections of society particularly children and women.
  • Have strong sensitivity of local conditions, cultures, values, languages and overall local context. 
  • Ability to work in and contribute into diverse teams and problem-solving skills 
  • Clear understanding of extracting information for supporting project responses. 
  • Good report writing skills 2 Satisfactory facilitation skills and knowledge of participatory techniques and approaches
  • Good ability to plan, organize and implement activities in the field 
  • Must be prepared to work occasionally out of hours and to travel in challenging conditions
  • Target-oriented Good understanding of change theory for community empowerment through their genuine participation and representation into WVP interventions.
