Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.


Position Summary:

MSI is recruiting for two short-term LGBTI Specialists who will be part of a 4 person consultant team that will assess the marginalized population in Pakistan to include Lesbian, Gay, and Bi-sexual, Transgender and Intersex (LGBTI) persons and Persons with Disabilities (PWDs). The methodology of the assessment and composition of the team will be developed with significant input from a group of local NGOs that work with these populations in Pakistan and will form a Technical Advisory Group (TAG) that will serve as a resource to the team throughout the assessment.

 

The goal of the assessment is to generate information on the status of the LGBTI and PWD populations, identify the legal, cultural, institutional, religious and social constraints that may prevent them from fully participating in Pakistani society and learn how they are overcoming those constraints either independently or with the support of local NGOs.  These groups form Pakistan’s most marginalized populations and due to the scarcity of information their needs remain almost completely unaddressed by the Government of Pakistan and donor community. It is anticipated that the information collected from this mapping study will be used by USAID/Pakistan to program funding in support of the LGBTI and PWD communities.


The LGBTI Specialist will participate in the study during the period November 2015-January 2016. 

 

Responsibilities:

  • Review all relevant program documents required to understand the assessment.
  • Participate in a Team Planning Workshop (TPW) in Islamabad that will assign roles and responsibilities to team members, review the assessment’s purpose and methodology, design instruments for key informant, group interviews and focus groups, and develop the team data collection plan and schedule.
  • Help prepare and participate in a data rehearsal and debriefing session with USAID/Pakistan.
  • Consult regularly with the TAG throughout the assessment.
  • Conduct on-site individual and group interviews, and Focus Group Discussions (FGDs).
  • Participate in data analysis.
  • Help prepare and participate in a briefing of the findings and conclusions of the report to USAID/Pakistan.
  • Participate in the drafting of the assessment report.
  • Undertake other tasks required for the successful completion of the assessment.


Qualifications:

  • At least 3-5 years of experience participating in donor funded evaluations, assessments, or research studies.
  • Understanding of the social sensitivities, stigmas, and challenges facing the LGBTI population in Pakistan.
  • Experience designing protocols for, and leading key informant interviews, group interviews and FGDs.
  • Able to work with other team members to contribute expertise, contribute equitably to the work, and deliver high quality products on time.
  • Able to collect, manage, synthesize, and analyze large amounts of qualitative to draw out key findings and conclusions and develop draft recommendations.
  • Strong English verbal and written communication skills.
  • Experience and familiarity working with the lesbian, gay or transgender populations of Pakistan.
