Introduction

An international non-governmental organisation is looking for an experienced and capable Programme Manager to lead our livelihood, WASH and protection activities in Pakistan.

Position Objective

The Programme Manager is responsible for implementing/developing the livelihood, WASH and protection projects in Pakistan and will be expected to integrate them into our regional programme approaches. The position requires a high degree of responsibility, independence of work and self-motivation.  He/she reports to the Country Director.

Duties and Responsibilities

  • Assist the Country Director in developing the country strategy and programme expansion;
  • Leadership, coordination and integration of livelihood, protection and WASH components;
  • Project management of income-generating activities, protection monitoring and legal aid, ensuring proper and timely implementation;
  • Actively participate in the  regional approach including coordination of cross-border activities, mainly between Pakistan and Afghanistan;
  • Analysis, reporting and budget management and oversight of expenses;
  • Advocacy with donors as well as with government authorities;
  • Reporting to donors and Headquarters, as well as regular written updates to Country Director on significant developments;
  • Ensure compliance with internal and external reporting requirements;
  • Actively take part in the further development of programme to include development of concepts and proposals for livelihood and protection interventions in Pakistan;
  • Ensure regular project monitoring and evaluation and actively promote best practices and lessons learned are incorporated and an integral part of programme interventions;
  • Provide technical support to link  programmes to relevant international and national human rights standards, and ensure a rights-based approach to all programming;
  • Identify and build relationships with authorities and other relevant actors at the local, national and international level and support the Country Director in this aspect;
  • Provide input to fundraising efforts and broadening the funding basis;
  • Guided by the Programme Handbook and the Operations Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence;
  • Orientate, mentor and provide on-the-job training for programme staff;
  • Encourage a positive, innovative and mutually supportive team spirit amongst the programme team.

About you

The successful candidate will be expected to have the following profile:

Qualification:

Master's Degree, in international relations, human rights, social science or related field, from a reputed International and or HEC recognized national university.

Degree in Law (LLB) is added advantage.

Work Experience :

  • Minimum 5 years relevant professional experience with international humanitarian/development organization, including livelihood and protection;
  • Excellent understanding of displacement issues of both internally displaced and refugees and related international standards/frameworks;

Skills /Knowledge 

  • Transferable skills in leadership and team management.
  • Excellent planning and strong follow up skills.
  • Demonstrable ability to establish effective working relations with internal and external stakeholders
  • Strong analytical and problem solving skills
  • Excellent negotiation, advocacy and communication skills 
  • Report writing and presentation skills.

Languages:

 Fluency in English and Urdu (written & spoken)

 Knowledge of regional languages (Pushto / Dari) is desirable.
