Background: The position is for an international development project working to deliver social infrastructure across Pakistan

Position Summary: The position is responsible for managing the procurement function for the program.

Location: Islamabad

Reporting and Supervision: The Senior Engineer-Procurement reports to Infrastructure Director.                 

Specific duties and responsibilities include but are not limited to:

  • Lead, oversee, and monitor all procurement related activities for Punjab/KPK.
  • Develop and prepare highly complex contracts for procurement of works; issue tender invitations; evaluate responses to tender, and make recommendations for finalization of purchases and award of contracts; sign procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Evaluation Committee for review and subsequent approval by the TL.
  • Serve as a senior procurement expert with responsibility for procurement.
  • Contribute to the development of institutional procurement policies and procedures; develop standards and criteria for the evaluation of goods, services, supplier capacity, etc.
  • Track and analyze relevant Procurement management performance, quality and compliance data for the department and the organization, making recommendation to improve performance and compliance as needed.
  • Review and approve/comment on the procurement schedules as submitted by the Contractors and ensure the procurement schedules are in compliance and are coordinated with current construction schedules.
  • Participate as needed in the negotiation and documentation of contracts and in the resolution of audits.
  • Provide technical advice on procurement activities to officials of substantive units and offices during all phases of the procurement cycle.
  • Analyze and evaluate procurement requests and ensure appropriateness of technical specifications.
  • Establish approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
  • Promote staff development and growth opportunities through professional training programs, seminars, performance management and mentorship.

Required Skills and Qualifications:

  • Advanced university degree (Master’s degree or equivalent) in engineering or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten years of progressively responsible experience in procurement related to engineering contracts.
  • Relevant IT skills, including familiarity with Microsoft Office and web-based applications, required.
  • Experience in infrastructure related procurement systems required.
  • Fluency in oral and written English is required.
