Background

Under EVA-BHN funding has been made available through the Health and Nutrition Innovation Fund (HANIF) to foster innovative and out-of-box solutions to increase the access and impact of services in maternal health and nutrition which particularly benefit poor women and girls. The fund focuses on demand, service delivery and social accountability related to RMNCH and nutrition services to reduce maternal and child mortality. Through its first call, HANIF invited projects on four priority topics- Family Planning, Skilled birth attendance, Nutrition and Immunisation from eligible applicants.

The projects funded by HANIF are being implemented in the proposed geographical areas and on the proposed topic for a specified period. These projects are funded to organisations that vary in experience and have different capacity building needs. HANIF has worked closely with these organisations during the project inception and was able to identify few areas that require strengthening for effective implementation of the projects. One of the important capacity gap is related to weakness in F&O, especially pertaining to the skills among the grantee staff and the resultant deficiencies in HR and Procurement policies and action plans.

Scope of Work

HANIF is looking for a consultant to conduct three (3) days F&O training for its grantees considering DFID smart rules, compliance with Grant Agreement and reporting as per the grant agreement requirements. This training should be tailored to help grantees:

  1. refine their systems and reporting
  2. ensure compliance to DFID Smart Rules, GAAP, and Grant Agreement, and
  3. how to correlate financial results with Work plan.

 The consultant will respond to the RFP providing a detailed description of their training module and plan as well as their CV.  

  • S/he will facilitate the active engagement of the participants during the training.
  • Provide handouts of the training material that can be used as reference by the participants.
  • Provide user friendly summery/explanation of templates for the F&O reporting on Grants.
  • Adopt a combination of participatory tools and methodologies and group facilitation techniques to promote participation and buy-in.

 Deliverables

1)    Strengthened capacity of grantees in Finance and Operations demonstrated through pre and post training analysis

2)    Strengthened Capacity on Financial Quarterly report writing

3)    Understanding of GAAP and DFID Smart rules

4)    Training material and Final report with pre and post test results

5)    Facilitate the active engagement of the participants during the training.

6)    Provide handouts of the training material that can be used as reference by the participants.

7)    Provide user friendly templates for the training and action plan.

8)    Adopt a combination of participatory tools and methodologies and group facilitation techniques to promote participation and buy-in.

Qualification of the consultant

The consultant must demonstrate the following qualification and experience:

Professional Qualification, CA, CFA, MBA or a Master Degrees in Finance, Project Management, Business Administration, or other related fields

  • Minimum of seven years of proven track record in undertaking financial Management, Grant Management and consultancies and or trainings
  • Ability to deliver on time. Have experience of working with state and non-state actors such as civil society organisations.
  • Prior experience of working or providing services to the DFID or local or international NGOS.
  • Experience in conducting similar trainings to a diverse group of participants and in developing Financial Management strategies and action plans
  • Fluency in English
  • The consultant will be accountable to HANIF for all the deliverables.
