Background

Under EVA-BHN funding has been made available through the Health and Nutrition Innovation Fund (HANIF) to foster innovative and out-of-box solutions to increase the access and impact of services in maternal health and nutrition which particularly benefit poor women and girls. The fund focuses on demand, service delivery and social accountability related to RMNCH and nutrition services to reduce maternal and child mortality. Through its first call for proposals, HANIF invited projects on four priority topics- Family Planning, Skilled birth attendance, Nutrition and Immunisation from eligible applicants. 

5 projects have been funded and these are proposing innovative solutions to existing RMNCH issues. The projects are being implemented in Punjab and KPK as Pilots. M&E is an important component of these projects and HANIF wants to ensure that grantees have the required capacity to monitor their work. These projects are funded to organisations that vary in experience and have demonstrated different capacity building needs.

Scope of work

The capacity building exercise seek to strengthen the capacity of the implementing

Partners called Grantees to efficiently implement the projects and achieve their results as well as to respond to the M&E needs of their organisation.

With this background, HANIF is looking for a consultant to conduct three (3) days M&E and one (1) day training on report writing for its grantees.

 The objective of the M&E training (3 days) are:

1)    Planning and monitoring of projects based on established best practices

2)    To impart practical knowledge and skills to the grantees on how to monitor the outputs, outcomes and impact of their projects

3)    Develop project logframe, develop M&E strategy and understand theory of change specific to their project.

 The objective of report writing training (1 day) are:

1)    Understand professional report writing in terms of basic rules, content and formats of different reports

Methodology:

The consultant will respond to the RFP providing a detailed description of their training module and plan along with his/her CV.   

  • S/he will facilitate the active engagement of the participants during the training.
  • Provide handouts of the training material that can be used as reference by the participants.
  • Provide user friendly templates for the M&E strategy and M&E plan.
  • Adopt a combination of participatory tools and methodologies and group facilitation techniques to promote participation and buy-in.
  • The M&E training should be designed to allow two-day comprehensive training on M&E including facilitated group discussions to produce  M&E strategies, LFA theory of change (TOC) and one day to validate their strategies and LFA.
  • One day on report writing

 Deliverables

1)    Workshop report highlighting key achievements and areas for improvement for each grantee

2)    pre and post test results indicating change in knowledge

3)    participants feedback on training

4)    LFA & M&E strategy and TOC for each grantee

Qualification of the consultant

The consultant must demonstrate the following qualification and experience:

  • A Masters Degrees in Development Studies, Project Management, Business
  • Administration, Social Science, Public Health or other related fields
  • Experience of monitoring and evaluating Innovation or Challenge Funds
  • Minimum of seven years of proven track record in  designing and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/ Government
  • Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approach
  • Proven strong report writing skills, ability to present monitoring data and survey finding clearly
  • Strong training & facilitation skills
  • Proven experience of working in Pakistan, and a good understanding of the political, social and economic dynamics of the area
  • Ability to deliver on time. Have experience of working with state and non-state actors such as civil society organisations
  • Prior experience of working or providing services to the UN
  • Demonstrate knowledge of the dynamics and complexities of projects in the areas of public health, governance, gender and human rights
  • Fluency in English
  • The consultant will be accountable to HANIF for all the deliverables.
