The Aga Khan Foundation (AKF), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy and ill-health with special emphasis on the needs of rural communities in mountainous and other resource poor regions, primarily in Asia, Africa and the Middle East. Its main areas of focus are education, health, rural development, environment and strengthening civil society.

AKF(P) is seeking high caliber professional for Islamabad based position with travel to Gilgit Baltistan as and when required:

“Contract Advisor – Consultant” (Fixed Term Contract for four (4) months)

Main Duties & Responsibilities:

The incumbent will be member of the Rural Development team and will report to Director Rural Development or his/her nominee.

The main duties & responsibilities will be as follows:

  • The Advisor will advise the team on how to deal with the issue in relation to construction obligation of USAID regulations, Grant Manual and other regulations if applicable e.g. Pakistan Engineering Council (PEC) and Public Procurement Regulatory Authority (PPRA).
  • Recommends actions when the contractor is not in compliance with contract provisions. Conducts contract reviews to evaluate contractor’s performance, and monitors contractor activity to assure compliance.  Monitors such matters as payments, claims, and contractual changes to insure requirements of the contract are met.  Reviews completed contract file to ensure routine administrative matters are resolved or completed.
  • Assists in the review of procedural aspects of contract actions.  Participates in contract administration sufficient to ensure contract terms and conditions are met.
  • Assists in the termination of contracts for the convenience or default by the contractors.  The incumbent is responsible for the preparation of all documentation necessary to support and defend termination decisions.
  • Negotiates contracts and agreements when precedents are well established and the bargaining positions are close. Assists in planning the negotiation strategy, coordinates the strategy with contractors/grantees to develop the contract/grant prices and terms.
  • She/he will be responsible for preparing the required documentation in the light of the Contracts provisions, response to claims and compensations as a consequence of any ambiguity or lapse on the part of the Client or the Contractor.
  • Support in preparing Variation orders, assessment of rates and claims, to be communicated to the concerned Contractors by the Project Manager/Team Leader of SDP – AKRSP.
  • Any other issue arise due to variation, scope of work, social issues, conflict between contractor and client.

Eligibility

The incumbent should have Bachelor’s Degree in Engineering preferably in Civil Engineering, Advance University Degree in Engineering will be an advantage. She/he should have overall 20 years of experience including at least 7 years of relevant experience in Infrastructure, Contract Management from preparation of bidding documents till signing of contracts and procurement. Past experience of working in donor funded projects and managing procurements/grants in compliance with donor’s procedures is essential. Candidates with good written & spoken English, excellent interpersonal skills and knowledge of MS Office, flexibility to travel and ability to work in a diversified team environment are encouraged to apply.
