GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED

Background and Summary

IDEA (National Level NGO) implementing a project funded by CONCERN RAPID Fund in District Bannu. The prime objective of this 04 month program is to support PDMA/DDMU in strengthening coordination mechanism at District level. Under the project, IDEA will continue its support to PDMA-KP and DDMU Bannu in enhancing the coordination and information management mechanism. Major activities under the project will include creating and enabling environment for DDMU at Bannu for arranging regular meetings of all stakeholders; facilitating DDMU through adequate staffing, capacity building in monitoring and data collection and verification and dissemination of data/ reports among all stakeholders. The project will further enhance capacity of DDMU in maintaining, updating and evaluate 4Ws in close coordination with UNOCHA representatives. Under this project, IDEA will also develop monitoring manual for PDMA/DDMU and will review and update job description of relevant government officials to align it according to the disaster response plan prepared for PDMA/ DDMU for on spot coordination with relevant departments.

Overall objective and purpose:

PDMA has the mandate to facilitate and Monitor Humanitarian Assistance of NGOs/INGOs on behalf of the Government of KP/Pakistan. A general assessment of PDMA indicated that the current monitoring system does not effectively carry out its mandate.

The overall objective of the assignment is the establishment of an operational monitoring and evaluation system for the project related to Humanitarian response in all its stages i.e Emergency, early Recovery and Development.

Specific objectives:

The objectives of this contract are:

  • To formulate a set of relevant, simple and straightforward indicators and Checklist to monitor the project outputs.
  • To identify sources of verification from multi sector intervention.
  • To produce operational means and M&E manual.

Requested services:

The consultancy aims developing an M&E system for the project. The Consultant will assist the Project in reviewing M&E needs and establishing necessary practical procedures and measures in order to operationalize M&E (data collection and processing). The consultant is expected to design a practical M&E system in the light of PDMA existing M&E tool as developed with regard to the following key aspects:

  • What needs to be measured?
  • What is the most appropriate source of information that needs to be collected?
  • How to collect the information and with how much frequency?
  • How to store and analyse data?

The Consultant is expected to:

  • Study the existing Monitoring System of PDMA/DDMU and identify gaps in the current system
  • Study relevant projects documents (including but not limited to the projects document of different NGO/INGO, Work Plan, budget
  • Review the M&E needs and plans of the projects, and extract relevant indicators to monitor the project outputs listed in Project Documents
  • Establish data collection and reporting forms for capturing quantitative and qualitative information
  • Identify sources of verification that the project can use
  • Design simple means of registering information
  • Design simple ways and means to store such information and the pathways for dissemination of that information
  • Produce a manual that includes the above and guides M&E Team in processing and evaluating the information

Timing, Logistic and Coordination:

a)      10  days (signing after agreement)for

b)      Studying Existing M&E system

c)      Coordination meeting with different stakeholder including PDMA/DDMU, NGOs, INGO, Communities, line department and Districts Government

d)     Gape Analysis Report on above mentioned.

e)      Next 10 days, development of 1st Draft and sharing it with competent authority for review.

f)       Next 15 days, testing in field, revision on the basis of practical rollout, finalization and acknowledgment from PDMA/DDMU

 

  • The consultant will be provided office space in IDEA Peshawar Office
  • The Consultant is expected to bring her/his own computer (laptop)
  • The main working language is English and the Consultant is expected to write the reports and Manual in English Language.

 

Remuneration:

The consultant would be paid according to agreement in 2 instalments 40% on signing of agreement, remaining 60% on completion of assignment and sharing the report.

Expected outputs and timeline:

  1. Gape analyses report on the existing M& E system  (on completion of 1st milestone 20 days after signing the agreement)
  2. Producing Draft M&E Manual (on completion of 2nd Milestone 20 Days)

Final Version of M&E Manual dually acknowledged by PDMA

REQUIRED COMPETENCIES Academic Qualifications:

The expert must have a postgraduate degree in social sciences, Project Management, Rural Development or equivalent.

 

Technical Competencies and Experience Requirements:

Minimum requirements:

  • She/he should have a minimum of ten years’ experience of working with government agencies and of working in development projects.
  • At least five year experience in monitoring and evaluation, particularly in the context of emergency response, rural development projects.
  • Knowledge of and experienced in Project Cycle Management and well versed in logical frameworks.
  • Previous experience with M&E for donors funded projects.
  • She/he should be good writing and oral English skills
