Advertisement for DAI-EDACE Baseline TORs, Phase-II

Development Alternatives Inc. (DAI) is seeking services of a firm to conduct its baseline study for the Enhanced Democratic Accountability and Civic Engagement (EDACE) Project Phase-II. 

Project Background: EDACE aims to strengthen society and state relations in Pakistan within the framework of Rule of Law (RoL) and increased accountability practices.  Specifically, the project has following objectives:

  1. Engage and capacitate civil society to be more responsive and demanding Rule of Law from the formal state institutions at subnational level
  2. Sustained access of poor and marginalized to complaint redressal and justice mechanisms
  3. Sustainably improve provision of Rule of Law and community security at subnational level leading to a strengthened local social contract.

Strengthen accountability mechanisms for rights-based legislation and policies’ development processes

The baseline study will aim to achieve following objectives:

  • Collect data according to EDACE Logframe: It is expected that the study will review EDACE Phase-I Baseline for identifying gaps and conducting a gaps analysis. This should be the point of departure. This gap analysis will factor in design of the methodology and tools for the baseline and it is expected that the methodology will address the gaps of PHASE-I Baseline.
  • The ‘Bigger Picture’ for Impact Assessment: This Objective of the baseline is to gather qualitative and quantitative data in the target districts on the broad areas of EDACE’s interventions.

Geographic Coverage:  The study will be conducted in the provinces of Punjab (Multan, Muzaffargarh and Rajanpur) and Sindh (Karachi, Hyderabad, Larkana, Sukkur, Ghotki, Jacobabad, Kashmore, Mirpur Khas, Umerkot and Tharparker).
