Terms of Reference for Consultant to develop Standard operation plans:

GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED

Background and Summary

IDEA (National Level NGO) implementing a project funded by CONCERN RAPID Fund in District Bannu. The prime objective of this 04 month program is to support PDMA/DDMU in strengthening coordination mechanism at District level. Under the project, IDEA will continue its support to PDMA-KP and DDMU Bannu in enhancing the coordination and information management mechanism. Major activities under the project will include creating and enabling environment for DDMU at Bannu for arranging regular meetings of all stakeholders; facilitating DDMU through adequate staffing, capacity building in monitoring and data collection and verification and dissemination of data/ reports among all stakeholders. The project will further enhance capacity of DDMU in maintaining, updating and evaluate 4Ws in close coordination with UNOCHA representatives. Under this project, IDEA will also develop monitoring manual for PDMA/DDMU and will review and update job description of relevant government officials to align it according to the disaster response plan prepared for PDMA/ DDMU for on spot coordination with relevant departments.

Overall objective and purpose:

The overall objective of the assignment is the Development of Standard Operating Plan (SOP)during disaster response with specified responsibilities matrix relevant Government officials/departments at district, provincial level in the light of NDMA Act and NDMA strategy.

Specific objectives:

The objectives of this contract are:

  • To review and study the existing structure and responsibilities of government officials/ departments at District &Provincial level. 
  • To develop SOPsfor well coordinated mechanism and immediate response to any disaster at district and provincial level.
  • To develop SOPs for effective utilization of financial, logistic and human resources during emergencies at District and Provincial level.
  • To share the draft with concerned departments and organise a consultative workshop.
  • To develop first draft within 30 days after signing the contract.

Requested services:

The consultancy aims to develop Standard Operational Plan (SOP) for PDMA. The Consultant will review and study the existing structure and responsibilities of government officials in PDMA and other key departments and update/ revise and redefine responsibilities of different units. The consultant is expected to produce standard operating plan in soft & hard both; using Word and PDF as demanded by PDMA and IDEA. The consultant is expected to have effective coordination with PDMA and other departments which will contribute to the approval of SOPs from PDMA.

The Consultant is expected to:

  1. Review and study the existing structure and responsibilities of governmentofficials/ departments at district and provincial level in Disaster Response.
  2. Closely coordinate with PDMA regularly to provide feedback and seek professional advice.
  3. The consultant is expected to visit Mansehra, Swat, Nowshera and Bannu to meet with the relevant departments (District Administration, DDMU, 1122, TMA, Civil Defence, Finance & Planning) and collect the required information and share updates of these meetings with PDMA and IDEA.
  4. To produce a document that contains the standard operating procedures of PDMA and all concerned provincial departments in disaster response.
  5. Make a presentation of the document to PDMA, make amendments if any, and resubmit for approval.

Timing, Logistic and Coordination:

Milestone-1

20 days (signing after agreement) for;

(i)                 Studying Existing Responsibility Matrix

(ii)               Coordination meeting with different stakeholder including PDMA/DDMU,line department and Districts Government

(iii)             Gape Analysis Report on above mentioned.

Milestone-2

Next 10 days, development of 1st Draft and sharing it with competent authority for review.

Milstone-3

Next 5 days, Proof Reading, finalization of SOP document and acknowledgment from competent authority.

  • The consultant will be provided office space in IDEA Peshawar.
  • The Consultant is expected to bring her/his own computer (laptop)
  • The main working language is English and the Consultant is expected to write the reports and SOP in English Language.

Remuneration:

The consultant would be paid according to agreement in three instalments i.e.40% on signing of agreement, 30% on completion of 1st millstone and the remaining 30% on completion of assignment.

KEY PERFORMANCE INDICATORS:

Expected outputs and timeline:

a)      To develop SOPs Booklet (normal print).

b)      The final developed document shall be acknowledged by PDMA; where after the consultant shall be deemed to have completed his task. 

 

REQUIRED COMPETENCIES Academic Qualifications:

The expert must have a postgraduate degree in social sciences, Project Management, Rural Development or equivalent.

 

Technical Competencies and Experience Requirements:

Minimum requirements:

  1. At least 5 year experience in developing and system analysis particularly in association with Government Departments
  2. In-depth knowledge of PDMA/NDMA/FDMA of Pakistan. Proven excellent communication and facilitation skills
  3. The consultant should be good in writing and oral English skills.
