Objective and Scope of the Assignment

 

The Asia Foundation is supporting local Civil Society Organizations (CSOs) in the implementation of Human Rights Small Grants Project in eight districts of South Punjab, Sindh and Balochistan provinces of Pakistan. The main purpose of the grants is to equip the CSOs in targeted areas to address violations of fundamental human rights specific to their own locality.  

 

The Training Needs Assessment of partner organizations highlighted several capacity building requirements necessary for the effective implementation of the project interventions. One of the key area identified is to strengthen the capacity of partner CSOs to effectively document, report, and monitor violations of fundamental human rights.

 

Overall, the assignment is expected to achieve the following objectives:

 

  • Establish a level of understanding among the participants on the key concept of human rights; key international human rights instruments; fundamental rights in the Constitution of Pakistan; and the general pattern of human rights abuses in Pakistan.

 

  • With specific relevance to partners’ work in their targeted localities, the consultant will develop certain indicators for monitoring of human rights violations.

 

  • Develop monitoring techniques and tools and accustom the partners’ on its use and utilization

 

  • Establish a level of understanding among the participants on states reporting on human rights and shadow reporting by the CSOs and the role of local CSOs in those reporting patterns.

 

  • Develop reporting templates and patterns to easily document and report on violations of human rights to state institutions and other CSOs and their networks.

 

 

 

 

Proposed Methodology

 

The Consultant is required to adopt the following methodology for the delivery of training:

 

  • Assess the knowledge and capacity of partner organizations on key concepts of human rights, key international human rights instruments; fundamental rights in the Constitution of Pakistan; and the general pattern of human rights abuses in Pakistan. For assessing the capacity, the consultant is expected to use various tools and techniques to ensure that the training manual is appropriately tailor-made and in accordance with the expectations of the participants.

 

  • Development of training manual for partner organizations

 

The consultant will develop a comprehensive three-day training module and trainers’ manual in English and Urdu languages for the staff members of partner organizations engaged under the Human Rights Small Grants Project.  The Manual will incorporate participatory approach of training delivery and will be the sole property of The Asia Foundation and its partner organizations.

 

  • Delivery of trainings in Islamabad

 

The Consultant will conduct the three-day training session for staff members of partner organizations in accordance with the approved training manual.

 

  • Follow-up and Mentoring:

 

The consultant will be required to provide continuous support and mentoring after the training sessions. This could include field visits and remote support.

 

 

Timeline:

Starting from mid-July 2015 and will end by August 31, 2015.

 

 

Deliverables:

 

1. Inception report outlining the methodology and curriculum design of the training manual.

2. Comprehensive Trainers’ Manual

3. Report of Training Workshop on Monitoring, Documentation, Analysis and Reporting

Request for proposal:

 

The Asia Foundation is inviting Technical and Financial Proposal in hard copy for the aforementioned consultancy. The proposal should be sent in a sealed envelope with two inner sealed envelopes (one envelope with technical and the other with financial proposal). Project name and assignment should be clearly written on the envelope. The proposal must be accompanied with following documents:

 

  • A short proposal for conducting this assignment including a comprehensive work plan with clear timelines.
  • CVs of Team Lead and other team members with clear role and responsibilities
  • Profile of the Firm/organization.

 

Who can apply?

  1. Reputable individual consultants and firms with proven track record of relevant experience of similar work.

Good understanding of the human rights laws, policies, legislations, and development issues in Pakistan
