Generating Private Sector support for schools under the USAID Sindh Basic Education Program (SBEP)

 

Purpose

USAID strongly believes in private sector engagement. By engaging with the private sector, USAID aims to fuel economic growth, innovation, and job creation; deliver broad-based development impact; and achieve scalable solutions via market-let approaches. Partnerships at USAID are more than just dollars leveraged. They are critical to moving towards a new model for development, one in which USAID serves as a catalyst for development solutions that can be sustained in the long-term by local stakeholders and markets.

Under $155 million USAID Sindh Basic Education Program (SBEP), up to 120 large, state-of-art schools will be constructed in seven districts in north Sindh and five selected towns of Karachi. Under the Sindh Community Mobilization Program (CMP), a component of larger SBEP, the contractor International Relief and Development (IRD) is looking for a short term consultant who can provide support in generating resources through the private sector engagement for 120 construction schools and approximately 300 neighboring schools.

The purpose of this consultancy is to tap and generate resources from National / International private sector entities, philanthropists, Diaspora, overseas Pakistanis and to attract serious prospects to partner with SBEP for furniture, solar panels and other needs of 120 construction schools and up to 300 non-construction neighboring schools in Sindh province of Pakistan.

Background

On September 21, 2011, USAID signed an Activity Agreement with the Government of Sindh (GOS) to implement the Sindh Basic Education Program (SBEP). SBEP is a $165 million program with a $155 million support from USAID and cost-share of $10 million from the GOS. This initiative is one of several donor interventions that support the Government’s broader Sindh Education Reform Program (SERP) agenda. SBEP is focused on increasing and sustaining student enrolment in primary, middle, and higher secondary schools. SBEP centers on seven Provincial Districts of Khairpur, Dadu, Sukkur, Larkana, Kashmore, Jacobabad, and Qambar Shahdadkot and five Karachi City Towns of Lyari, Kemari, Orangi, Bin Qasim, and Gadap.

SBEP is comprised of seven components: 1) construction of schools in the areas affected by 2010 floods; 2) support to GOS policy reforms to merge, consolidate, and upgrade schools through construction of schools; 3) improvement in early grade reading in primary schools; 4) community mobilization, with a focus on increasing girl’s enrolment, improving the nutritional status of children, and engaging the private sector for school management and improvement; 5) technical assistance to the GOS’ Education and Literacy Department (ELD), GOS, 6) architecture and engineering support for school construction, and 7) Monitoring and Evaluation.

Sindh Community Mobilization Program (CMP) – implemented by IRD - is a five-year program that commenced in August 2013, and forms a cornerstone of SBEP and focuses on component four. CMP has four key objectives which are separated out into four CLINS: 1) Increase communities’ involvement in the GOS reform of merging, consolidating, and upgrading schools; 2) Improve community and district administrations coordination for increased girls’ enrollment; 3) Improve child nutrition in selected communities and government schools through research that informs innovation and good practice; and, 4) Pilot component: Launch of the Education Management Organizations (EMO) system. In addition, CMP has three cross cutting themes that will significantly add value to these objectives; 1) Gender: Mainstreaming of program activities; 2) Water and sanitation (WATSAN): Improved facilities, knowledge and practice; and, 3) Disaster Risk Reduction (DRR): Improved awareness, knowledge, preparation, and practice.

CMP tracks and supports the construction, merging, consolidation, and upgrading schedule of SBEP and also works with neighboring schools which fall within designated areas around new schools being built under SBEP and that accord with the specific criteria set by USAID for CMP activities. CMP’s inclusive community activities are designed to make these educational improvements sustainable by increasing community support for their local schools and advocacy for better educational provision generally.

Scope of Work

IRD requires short term technical assistance to:

1)      Identify and assess major local, multinational, and global corporations, foundations, clubs, philanthropists networks, diaspora groups, social entrepreneurs, overseas Pakistanis and other private sector entities which support development projects within SBEP’s area of programmatic focus in Sindh;

2)      Develop and implement outreach strategies to the private sector, engage with, and develop the willingness of identified private sector entities to support SBEP with provision of furniture, solar panels and other items required for schools being targeted under SBEP;

3)      Launch an advocacy campaign for social development investments, SBEP program marketing/visibility and private sector involvement in educational  services with focus on securing  in-kind support through PPPs for SBEP;

4)      Ensure that private sector contributes for provision of furniture, solar panels and other support for 120 schools being reconstructed under SBEP and other neighbouring schools in the province of Sindh, in Pakistan.

5)      Work with SBEP stakeholders, local government, corporations, and other stakeholders in developing innovative PPPs for provision of furniture, solar panels and other required items, which will help to sustain program interventions and resources provided private sector support;

6)      Assist in the relationship management and administration of partnerships with the private sector/donors relations, etc.;

7)      Provide technical leadership for the physical and digital marketing / public relations design, concept notes, funding proposals, and pitch documents formalization, and management of in-kind support public-private partnerships;

8)      Maintain a database of public-private partnership activities, and develop periodic reports which summarize work done, outcomes, and future actions.

Key Deliverables/Outcomes

  1. Compile a database of prospective private sector entities including 1) focal point-of-contact names, addresses, phone numbers, and emails; 2) scope of organizations’ CSR/social development work, how it encompasses the scope of SBEP, and amount of potential support for SBEP available in Pakistan, USA and other countries;
  2. Prepare MoU’s under PPPs with the private sector for provision of furniture, solar panels and other support for schools and provision of water dispensers, construction of toilets, sports kits, health & hygiene related interventions, etc. for non-construction (neighboring) schools being targeted under SBEP;

Consultancy Duration:

The duration of this STTA assignment will be three (03) Months starting from June/July 2015.

Duty Station:

The person selected for this assignment will be based in CMP’s Head Office in Karachi, Pakistan, and may involve travel around the country with possibility of limited travel to other countries.

Required Qualifications and Experience:

  • Advanced University Degree (Master’s degree or equivalent) in Business Administration, Communication, Social Sciences, Marketing/Fundraising or related fields. (Bachelor’s degree in related field with ten or more years of experience as described below can be considered in lieu of Advanced University degree)
  • Minimum 5 years of progressively responsible professional work experience in designing fundraising events, mechanisms, approaches, corporate fundraising, donor outreach and management, project management in corporate and institutional fundraising, preferably at the international level.
  • Proven experience of generating support through the private sector.
  • Demonstrated knowledge and understanding of private sector engagement vision of USAID, of experience of linkages with major local, multinational, and global corporations, foundations, clubs, philanthropists’ networks, diaspora groups, social entrepreneurs and other private sector entities which support social development projects.
  • Demonstrated knowledge and experience of fundraising and resource generation for social development initiative, especially in education sector. Experience in individual or pledge fundraising also highly valuable
  • Strong communication skills, including engaging and informative formal public speaking with strong preference for knowledge and experience in communications for private sector audiences.
  • High competency in spoken and written English, and use of computers and communications technology
  • Business-like, diplomatic and organized in approach and presentable in appearance
