Monitoring and Evaluation Manager

 

 

Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

 

Position Summary:

 

The M&E Manager, under the overall guidance and supervision of Sr. M&E Manager Islamabad office, and under the day-to-day guidance and supervision by the provincial programme Directors, will have the primary responsibility for developing technical and analytical capacity of the staff in Monitoring & Evaluation in provincial and district offices. The M&E Managers will oversee the entire M&E section of the programme, will be based in the project’s provincial Offices will be supported by a team of M&E professionals at the district level.

 

Location: Peshawar

 

Reporting and Supervision: This position reports to Sr. M & E Manager/Provincial Director

 

Specific duties and responsibilities include but are not limited to:

 

  • Support the Sr. M&E Manager in the process of the development of all necessary tools and instruments for data collection.
  • Assists in implementation of management information system (MIS) at the provincial level to provide information on the project’s progress, effectiveness and efficiency of the process of construction and rehabilitation, capacity and participation of school management committees, and the process of change within key education indicators including enrolment, retention, transition and the learning environment.
  • Analyze the data and dissemination of findings to all key stakeholders at the provincial level
  • Liaise with the provincial implementing partners and the provincial education departments and provide necessary technical support to their M&E staff with the support of the Sr. M&E Manager, ensuring compatibility of the M&E systems.
  • The M&E Manager will coordinate and participate in Third Party Audits, Third Party Evaluations and the Quarterly/ Annual Reviews of the project conducted at the provincial/ HO level.
  • On quarterly basis, in consultation with the project’s partners in the province, undertake reviews of the project’s logical framework and M&E plan/ M&E tools and suggest for modification as necessary to the Sr. M&E Manager. Update the M&E plan document, accordingly.
  • Ensure that all personnel recruited in the M&E Section have the necessary skills (including language skills), knowledge and background to fulfill their roles
  • Under the guidance of Sr. M&E Manager and with the support of the capacity building experts in the project, identify the capacity building needs of program’s staff who have M&E responsibilities at the provincial level
  • Under the guidance of the Sr. M&E Manager organize trainings or on-the-job mentoring of M&E staff of the district and provincial level so that they are equipped with the necessary analytical skills, technical capacity and abilities to carry out their functions smoothly.
  • Assist Sr. M&E Manager at the HO in compilation of regular periodic reports
  • Coordinate field visits/ work of third party monitoring & evaluation teams
  • Produce tailored reports (quarterly, annually, other) for senior management at the H/O / province, provincial governments and periodically and as and when required
  • Undertake periodic visits to project sites to physically monitor implementation. Based on such visits, prepare field reports with points for action, and share with district, provincial and head office staff and project partners
  • Conduct regular M&E data review meetings at the provincial level, to inform and improve programme planning and implementation. Such meetings will include provincial level programme management, M&E staff at district and provincial levels, project partners and relevant government counterparts
  • Coordinate conducting of research or special studies focusing on important aspects of programme implementation
  • Conduct independently and/ or oversee the conducting of rapid assessment surveys and focus group discussions at the community level on a sample basis from time to time
  • Developed and compile case studies/ success stories on regular periodic basis

 

Required Skills and Qualifications:

  • At least 5-7 years of progressively senior management experience in M&E including knowledge of the logical framework approach and other strategic planning approaches. M&E methods and approaches (including quantitative, qualitative and participatory at the community level).
  • Proven experience of implementation of M&E systems at the provincial level.
  • Previous experience of working with the provincial governments and/ or working in the education sector in M&E would be preferred
  • Pragmatic approach of imparting M&E training to staff and community for capacity building in M&E and record keeping;
  • Understanding of grassroots level development approaches with a focus on participatory processes and gender issues.
  • Familiarity with and a supportive attitude towards processes of strengthening local organizations
  • Excellent knowledge of the common applications of the MS Office suite, statistical software packages e.g., SPSS or CS Pro.
  • Good English speaking and report writing skills
  • Willingness to undertake regular/ frequent field visits within the province.
