Job Title:              Training Specialist

Reports to:            Chief of Party

Position overview:

The Training Specialist is responsible for designing, coordinating, managing, and implementing all activities to improve the institutional capacity of Pakistani training providers and equip youth with the skills that are in demand by Pakistan’s private sector employers.  The Training Specialist will provide analysis, advice, and implementation assistance on training strategies and organizational capacity building, ensuring that project activities are results‑oriented, directly linked to contract deliverables, are well planned, managed, and monitored.

Key responsibilities include, but are not limited to the following:

  • Develop procedures to conduct needs assessment activities to ensure the design and delivery of training activities are based on the needs of employers and target training institutions, are well received and culturally appropriate, and on target to meet contract deliverables.
  • Identify local training service providers for organizational capacity development and implement activities to improve training delivery and strengthen the performance of faculty/trainers in areas such as curriculum design, pedagogy skills, use of technology, and student development and management.
  • Develop standards of technical/vocational training programs that are internationally recognized, and institutionalize curricula, examination and certification systems.
  • Monitor and evaluate performance of service providers, manage and review quality of training, and ensure trainings meet acceptable standards for improved organizational training capacity that are recognized by employers and stakeholders on the national and international level.
  • Determine levels of technical trainings and certifications needed to respond to (e.g., Basic, Intermediate, and/or Advanced Level) labor market demand.  
  • Introduce innovation and creativity in the planning of all activities to promote confidence building, critical thinking, improved literacy, and lifelong learning skills.
  • Facilitate research and planning of specialized training activities to meet the needs of diverse audiences, with emphasis on women.
  • Develop gender sensitive selection criteria for learners/participants to promote inclusive, female‑friendly community engagement and technical and workforce readiness skills development.
  • Strengthen teacher training curriculum related to developing a safe and gender-equitable classroom, including a balance of male/female faculty trainers to increase female enrollment.
  • Design quantitative and qualitative survey instruments and conduct periodic surveys and group meetings with selected program participants to determine participant needs and interpret and record results to facilitate program changes and corrective actions as needed.

Skills and qualifications:

  • Master’s degree or its international equivalent in business, public administration, or a related field.
  • Ten years of experience with training activities including conducting training needs analysis, training design, curriculum development, managing training activities and workshops (i.e., managing training logistics and preparing, developing, and utilizing training materials) in government, academia, or the private sector.
  • Possess in-depth knowledge of basic operations, services and activities of training programs; principles and practices of program development and implementation; modern learning techniques and theory; and aware of recent developments, current literature and information related to training. Possible ability to identify, recommend and implement goals and objectives for providing training services.
  • The candidate must have previously demonstrated certain skills and experience: (1) possess strong analytical and writing skills; (2) ability to present technical information in concise written and oral form; (3) ability to develop and implement action/work plans for operation of proposed partnerships; (4) ability to coordinate programs and visits independently; and, (5) possess strong negotiation skills.
  • Prior experience working with bilateral or multi-lateral donor development programming is a plus.
  • Professional reading and writing skills in English and Urdu are required. Ability to speak the local languages Punjabi, or Seraiki, is preferred.
