Background:

A stable and prosperous Pakistan is a top priority in international development efforts of the UK Government. Empowerment and voice of women, girls and marginalized social groups is vital for these efforts to succeed. Therefore, enabling them to articulate their needs and influence legislation, policies and practices which affect them is at the heart of the UK’s development assistance. Better access to reproductive, maternal, new-born and child health and nutrition is an important entry point to achieve this objective.

Pakistan is off-track to achieve the health Millennium Development Goals (MDGs). DFID Pakistan (DFIDP) therefore is focussing on reproductive, maternal, new-born and child health (RMNCH) including nutrition to support effective implementation of health sector strategies that will lead to achievement of the health MDGs. DFIDP has recently signed a Memorandum of Understanding (MOU) with the Government of Pakistan on Provincial Health and Nutrition Programme (PHNP) to achieve RMNCH and nutrition results in KPK and Khyber Pakhtunkhwa provinces over four years (2013 to 2017).

These TORs relate to the Procurement & Logistics Officer role on one component of the PHNP programme - Empowerment, Voice and Accountability for Better Health and Nutrition (EVA-BHN).

The objective of the programme is to increase the demand for better RMNCH services and nutrition and empower citizens to hold the service providers to account. Women, girls and children with the greatest needs and from underserved backgrounds will be prioritized. The sub-programme will complement the supply-side interventions by strengthening mechanisms for greater and effective citizen participation and monitoring of health services. This includes:

  • Influence health legislation, policy, practices, and service delivery through greater pressure and demand from the citizens. The supplier will work through a combination of empowerment, voice and accountability approaches including, but not limited to, awareness raising and mobilization, advocacy and lobbying, capacity building, coalitions and partnerships.
  • Pilot innovative solutions for increasing access of the poor and women and girls to RMNCH and nutrition – with priority to increasing immunisation coverage, skilled birth attendance, modern contraceptive usage, child and mother nutrition, management of common child ailments and usage of primary healthcare facilities, community workers, etc.

Management Lines:

The Procurement & Logistics Officer is a full time position based in Islamabad that reports to the Deputy Team Leader, Finance & Operations.

Terms of Reference:

Procurement & Logistics:

  • Assist in routine procurements for EVA BHN Programme i.e. Preparation of Purchase Requests, Comparison Statements, Purchase Orders and updating procurement records on information system.
  • Undertaken market analysis, identification of potential vendors and ensure all procurements are completed according to given procedures and policies.
  • Maintain a database of reputable and experience companies/Hotels/Guest Houses that offer the types of goods and services that will be required for the EVA BHN Programme.
  • Provide projection of payments to finance department on regular basis.
  • Process  payments of items or services Purchased.
  • Keepa record of all Purchase orders issued for Commodities and Technical Services.
  • Ensure daily inspection of generators and other equipment (photocopier, fax machines etc.) installed in offices.
    • Ensure all personnel records/ files are properly maintained and are up to date. 
    • Liaise with Finance section and provide timely information to finance for the disbursement of salaries and allowances of staff.

    • Filing for Procurement and inventory documentations in order
  • Provide Logistical support for meetings, workshops, seminars etc. in Islamabad.
  • Ensure maintenance of records and timely payment from finance for all types of bills, claims by vendors and ensure timely payment of utility bills.
  • Assist Deputy Team Leader, Finance & Operations to ensure timely completion of day to day assigned tasks.

d) Other duties

Any other task assigned by the Programme Management, Supervisor and the Team Leader.

Competencies:

The Procurement & Logistics Officer will be able to demonstrate:

  1. At least three years experience in managing and leading large procurements and dealing with logistics. Experience in procurement for DFID funded projects is desirable.
  2. Experience of managing procurement independently.
  3. Knowledge of local market and prices.
  4. Ability to meet deadlines and work under significant professional and environmental pressure.
  5. Ability to work independently.
  6. Computer competency with spreadsheets, databases and word processing suites.
  7. Ability to develop efficient systems to manage databases used for procurement and logistics.
  8. Strong interpersonal skills, flexibility and patience.
  9. Willingness to live, work and travel in an unstable political environment.

Education:

Must be Masters or BBA in any discipline

Languages:

Fluent in spoken and written English and Urdu
