Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

 

Position Summary:           

This position is responsible for managing the day-to-day administration and people management of the School Support Team Community Participation Officer to ensure that they achieve community mobilization and provide technical support and other Community Development intervention delivery to the Community, CCSI and PTC/SC members and District Education Officers. 

 

Location: Peshawar

 

Reporting and Supervision: Provincial Director/Community Development Director

 

Specific duties and responsibilities include but are not limited to:

    • Establish good interpersonal relationships at  Provincial and SST levels; 
    • Proactively build effective working relationships with District Education Officers (DEOs), District Influentials, PTC/SC Members, CCSI members and civil society organisations;
    • Identify CBOs/NGOs as potential partners in  Grants Program component; and
    • Facilitate participation of stakeholders in events. 
    • Plan and actively facilitate the community development strategy and manage Community Participation Officer to establish and build capacity of CCSI using Community Development methodology steps:
      • Initial entry and Information gathering;
      • Organization of Community Assemblies;
      • Conducting Focus Group Discussions;
      • Community engagement with school infrastructure;
      • Community involvement in Implementation; and
      • Consolidation and sustainability activities including identification of CBOs/NGOs as potential partners in Grants program

 

  • Professionally oversee and evaluate Community Participation Officer through performance analysis;
  • Help the Community Participation Officer analyze their work, e.g. in relation to their interpersonal communication skills; and
  • Ensure Community Participation Officers use project tools to identify related training gaps, including Cross Cutting elements, of the PTC/SCs and CCSIs; and
  • Supervise the Community Participation Officers to ensure that Capacity Building plans are compiled, scheduled and agreed with fellow SST Specialists for addressing identified capacity gaps amongst all Customer groups including SST colleagues. 
  • Provide refresher training, on-the-job training, technical backstopping and feedback to Community Participation Officers;
  • Coordinate with the SST manager to ensure optimum organization and delivery of Cluster Training for DEOs, PTC/SCs, and CCSIs;
  • Coordinate the delivery of related training interventions on Community Development and Cross Cutting modules to all Customer segments; and
  • Provide feedback to Community Development Director on the training of Community Participation Officers.
  • Provide accurate and timely activity based reporting as per project SOPs: weekly, monthly, quarterly etc. to Community Development Director;
  • Provide informative, timely and effectively presented written reports/numerical data as required; and
  • Identify and communicate success stories.

Coordinate with the SST Manager to ensure effective administration of all Human Resources Management elements of the Community Participation officer, including: recruitment and selection, induction, training, and performance management.

Required Skills and Qualifications:

  • Understanding of local community and cultural sensitivities;
  • Seven years’ experience in the Community Development, community mobilization, Capacity Building Initiatives and / or Infrastructure Development is desirable; and
  • Experience in donor funded projects is desirable
  • Five years’ people management experience in a related sector is desirable.
  • A relevant Bachelor’s Degree with a relevant Master’s Degree being desirable;
  • Written and spoken English (business conversation)  as well as local language(s);
  • IT Literacy: able to use Microsoft Word, PowerPoint and Excel at an intermediate level plus has knowledge of Smartphone / tablet  applications.
