PURPOSE OF POSITION

Program Manager Health will be the lead technical personal for all health and programming in WVP.  Program Manager Health will be involved in the design and quality assurance of the technical approach for community-based approaches for maternal, newborn and child health, and nutrition promotion, prevention and control of communicable and non-communicable diseases, and other health or nutrition areas as needed.  Provides technical, program and partnership development support with specific reference to child wellbeing outcomes (CWBO).  Focus on 'high impact interventions' and take results- and evidence-based programs to scale, with a view to integrating gender equality and child protection, across all aspects of the program.

This position will work directly with field and national office staff.  They will coordinate with and contribute to health and nutrition working groups in Pakistan and in the World Vision Global network.  At the regional level, Program Manager Health is expected to work closely with the Health Learning Hub and extend technical support to other National Offices in the region.

The key performance objectives are:

1. WVP has sustainable, high-impact health & nutrition programming integrated with community mobilization & advocacy;

2. WVP is a partner of choice among the Pakistan health and nutrition actors in WVP;  

3. WVP Health & Nutrition programming utilizes approaches which are technically excellent and are based on well documented evidence of effectiveness; and

4. WVP promoting, supporting health & nutrition learning in Pakistan,  in MEER region that contributes to continuous programming improvement by translating learning into evidence based practices

Major Activities:

Technical Approach & Strategy support (30%)

  • Provide input into the development or review of strategic documents, activities that contribute to WV’s vision, mission and three year strategic goal;
  • Lead and participate in the formulation and development of health & nutrition programming strategies and approaches for the WVP.
  • Regularly update Capacity Statements/materials in terms of Health, and nutrition which promote WV Pakistan’s work portfolio
  • Regularly and proactively research, assess, and review new approaches of WV International and other organizations.  Work with other WV Global staff to select, customize, and innovate approaches for the Pakistan context.  Approaches will utilize or integrate with advocacy and community mobilization approaches.
  • Create technical approaches for new proposals.   
  • Facilitate understanding of NO health priorities and cross-sector collaboration among health and other lines of ministry in NOs
  • Assist in defining and supporting health learning hub related services

Program Development and Research (25%)

  • Liaise with donors and other relevant stakeholders and help WVP programming adapt to relevant donor,  working group, cluster, or government strategies or other contextual changes.
  • Keep up to date with Sector specific developments, and ensure WV Pakistan is working on current frameworks of best practice in action
  • Lead the research process in relation to Health and nutrition that will feed into program design and development;
  • Take a lead role in Regional Health Learning Hub and contribute to the Hub with technical assistance
  • Connect and collaborate with key research partners (universities, academia) for rigorous evaluations, studies around H/N programming and innovative practices   

Technical Program Support & Reporting (20%)

  • Design, support startup, and regularly visit health and nutrition programmes. 
  • Assess NO H/N staff capacity, and develop competency development plans (with the support from gov, WV regional/GC)
  • Train staff in technical approaches and ensure that technically robust health and nutrition approaches are understood and implemented effectively
  • Perform regular health and nutrition program reviews with WVP/I staff and stakeholders, undertakes field visits, assessment and identify positive practices, strengths and unmet needs and contribute to achievement of overall country program objectives.
  • Development of or support to development of health & nutrition field curriculum and materials (starting from WV Global materials where possible)
  • Provide technical support for effective monitoring, information management and reporting systems, success stories, and advocacy materials
  • Help draft & review communications and WVP health capacity statement

Coordination and representation (10%)

  • Actively pursue and develop internal and external linkages consistent with the vision, mission statement, core values and overall organization objectives.
  • Participate in health meetings with ministries, plan, organize and conduct training and orientation activities for MOH/DOH personnel and beneficiaries,
  • Coordinate with ministry of health, provincial and district DoH, implementing partners and relevant UN agencies including WHO, UNICEF and UN Women and represent WV at health clusters/working groups where appropriate
  • Participate and present WVP learning at international conferences on H/N 

Partnership Development (10%)

  • Participate as technical lead in the process for the assessment of current and potential future implementing partners, participate in the selection of partners, and formal feedback to implementing partners and potential partners
  • Provision of high-quality technical support and capacity building to implementing partners and potential partners where required
  • Support implementing partners in the transition process at the end of project implementation, ensuring sustainability of project outcomes

P&C Support (5%)

  • Participate in the recruitment of technical staff as per HR recruitment policies and guidelines
  • Ensure the effective support in the development of performance agreements, staff development plans and periodic evaluation of staff to maintain quality human resources.

Knowledge, Skills & Experience:

  • MBBS with MPH or MSc. in Public health, Health planning and management
  • Knowledge on community based programming in MNCH, SRH, WASH and nutrition programming and research is essential 
  • At least 8 years in health and/or nutrition sector
  • Field based experience on health and/or nutrition project implementation is essential
  • Fluent in English, preferred knowledge of the local language
  • Good management and supervisory skills with development workers and field staff, ability to manage conflicts
  • Work experience in complex  emergency /rehabilitation settings
  • Good understanding of Human Rights, different approaches of development. Good understanding of Gender and Child rights. 
  • Strong communication and negotiation skills with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
  • Understands and values diversity and maximizes diversity to achieve organizational goals
  • Broad understanding on health policy and development issues in conflict & post-conflict settings will be an asset
  • Ability to work effectively under pressure
