Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

Position Summary: This position is responsible for providing oversight and management of the Provincial Engineering Team. At the provincial level the Engineering team will be collating information in a specified report format from the district teams and consolidating into a weekly report for CPMU; progress will be managed through a traffic light system. This position will ensure that the reports and being produced accurately and timely and follow up on anomalies. They will also carry out spot checks to sight. In addition to progress monitoring this position will technically manage the process for variation orders in the contract, this will be reported centrally for financial approval.This position shall manage and sporadically verify the works of the Provincial and District level engineers, providing technical assistance and other capacity building interventions, reduce capacity gaps by interfacing with PTC/SCs, CCSIs, Contractors and Provincial Team colleagues. In addition this position will manage the resources of engineering staff at provincial and district level and distribute as necessary for the programme needs.

 

Location: Islamabad 

Reporting and Supervision: The Senior Engineer reports to Chief Engineer.

Specific duties and responsibilities include but are not limited to:

 

  • Establish good interpersonal relationships within the Provincial team and SST. Proactively build effective working relationships with Provincial Education Officers, PTC/SC Members, CCSI members and Contractors.
  • Create a win-win environment by gaining agreement from partners and / or Customers  before taking partnership-oriented actions.
  • Using Capacity Assessment tools identify project related Infrastructure Engineering capacity of target Customers: PTC/SCs, CCSIs, Contractors, Provincial Team, School Support Team Colleagues, and Self-Development.
  • Manages the provincial engineers, allocates human resources between the districts if necessary.
  • Providing advice and technical support on all construction.
  • Ensure structural integrity of all proposed design options
  • Oversee engineers to ensure work is conducted and completed to programme standards. 
  • Regular inspections of construction work.
  • Working across multiple sites.
  • Participate in the organization and delivery of Introduction Cluster Training for PTC/SCs, DEOs and CCSIs.
  • Deliver Engineering  technical assistance and capacity building interventions to all Customer segments.
  • Provide accurate and timely activity based reporting as per project SOPs: weekly, monthly, quarterly etc.
  • Provide informative, timely and effectively presented written reports/numerical data as required.
  • Collect weekly reports of senior site engineers.
  • Maintains the CPMU project tracker.
  • Is responsible for filing all project related documents.

 

Required Skills and Qualifications:

  • Minimum 15 years of experience in site management at various management levels.
  • Previous work in managing the building of social infrastructure, such as schools, sanitation facilities, community centers, etc.
  • Experience of leading teams of over 100 staff in various locations.
  • A relevant BSc in Engineering, preferably a MSc/MBA including modules in construction management;
  • Structural engineering capabilities would be an added advantage.
  • Registration with PEC.
  • Written and spoken English as well as local language(s).
  • IT Literacy: able to use Soft Word, PowerPoint and Excel at an intermediate level plus knowledge of Smartphone / tablet applications.
  • Understanding of local community and related cultural sensitivities.
  • Understanding and experience of implementing procedures and ensuring teams are compliant with these procedures.
