Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

 

Position Summary:

MSI is recruiting for a long-term Recruiter. The Recruiter will report directly to the HR Manager, and will work closely with the PERFORM staff and MSI Project Management Team (PMT) to post, source, and select candidates for a wide variety of short- and long-term positions in Pakistan.

This is a full-time position based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.

 

Responsibilities: 

  • Support recruiting efforts for a variety of technical and administrative positions for PERFORM;
  • Post vacancies on various Pakistani recruitment websites, job boards, and local newspapers;
  • Work with local recruitment agencies to ensure that positions are distributed through wide networks on a timely manner;
  • Develop and maintain a network of contacts and candidates via proactive use of social media (Facebook, LinkedIn, etc.) and other recruiting tools;
  • Maintain and periodically update recruitment database with candidate CVs and contact details for prompt reference;
  • Conduct initial screening of CVs;
  • Contact potential candidates and schedule interviews, as necessary;
  • Other duties, as assigned by the HR Manager.

 

Qualifications:

  • Bachelor’s degree in Human Resources, International Studies, or any related field;
  • At least three years of relevant work experience providing recruitment and hiring support, preferably for USAID projects and programs;
  • Applicants should be flexible, hard-working, and willing to support the Home Office recruitment as needed;
  • Excellent computer skills, online research skills and ability to learn new systems quickly;
  • Excellent communication skills (verbal and written) and superior professionalism required;
  • Fluency in English and Urdu required; and
  • Candidates should have outstanding organizational skills and the ability to prioritize work effectively on multiple projects with competing deadlines.
