Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

 

Position Summary:

MSI is recruiting for a Procurement Officer. The Procurement Officer will be responsible for the planning and execution of all field procurements in compliance with USAID rules and regulations, and according to MSI Procurement policies. He/she will report directly to the Deputy Chief of Party, and will work closely with project employees and partner organizations to contribute to the success of PERFORM .

This is a full-time position based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.

 

Responsibilities:

  • Process Goods and Services Request Forms and issue Purchase Orders, securing appropriate approvals and accounting charge codes;
  • Prepare Requests for Quotes in order to obtain competitive bids, and offers from vendors/contractors for procurement of goods and services;
  • Conduct market research and price analysis for goods and services needed;
  • Conduct the required verifications for selected vendors;
  • Coordinate with selected vendors on timely supply and delivery of purchased items;
  • Evaluate and monitor contract performance to ensure compliance with contract terms and deliverables; and assist the requesting unit in resolving any discrepancies;
  • Review, verify, and process invoices for payments;
  • Identify and maintain lists of prequalified vendors and sources of supply for goods and services;
  • Establish and manage an efficient and effective procurement management system;
  • Update MSI - PERFORM procurement records and trackers;
  • Other duties as assigned by DCOP.


Qualifications:

  • Four-Year BA degree with a minimum of 4 years of relevant experience in procurement in Pakistan required;
  • Experience with USAID funded projects required;
  • High degree of professionalism, adaptability, accountability, and organization;
  • Highly organized with keen attention to details, and has ability to prioritize multiple tasks;
  • Strong sense of self-direction and the ability to carry out tasks with little oversight;
  • Strong IT skills including proficiency using Microsoft Word, Excel, and Outlook required;
