Chemonics International, an international development consulting company based in Washington, D.C., seeks Pakistani national candidates for the USAID-funded Punjab Enabling Environment Project (PEEP). This five year initiative aims to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on the horticulture and dairy and livestock sub-sectors. We are seeking technical specialists for the following long-term position based in Lahore, Punjab province, Pakistan.

Grants Manager

  • Responsible for design, development and oversight of the Grants manual and management policies, procedures, and practices pertains to grants.
  • Responsible for the overall grants program, including development of general objectives of the grants program, specific objectives of award competition, evaluation criteria, grants administration mechanisms.
  • Ensure financial monitoring systems are in place and generate timely and relevant reports, including analysis and tracking of sub grants and contracts commitments, obligations, awards and liquidations.
  • Ensure all financial reports submitted in accordance with USAID requirements.
  • Chair the grants Technical evaluation committee and guide program staff, how to evaluate grants applications.
  • Manage the PEEP’s contracts portfolio and develop Task Order for PEEP’s Transaction Advisory Services (TAS) program as and when required.
  • Coordinate with Chemonics home office and USAID on grants related matters.
  • Responsible for ensuring compliance with USAID regulations and Chemonics’ policies and will work with the technical advisors and prospective grantees to ensure grant activities are developed and implemented in line with PEEP objectives.
  • Conduct trainings for program staff.
  • Prepare RFA for PEEP’s grants cycles
  • Support the full cycle of subcontracts management and grants management activities beginning from pre-award assessments to close-out.
  • Provide technical assistance to sub-grantees on USAID compliance requirements as per ADS 303, CFRs, and mandatory standard provisions.
  • Provide policy guidance and interpretation for program staff as well as grantees and ensure that Grants Management System database is regularly updated and accurate.
  • Handle the administrative, financial, and programmatic aspects of issuing grants and manage the grants pipeline, coordinating with program units to ensure grant files are complete and managing grants funds for each program component.

Qualifications

  • Master’s degree in Business Administration, Finance, Accounting or related field from a leading Pakistani / foreign University, OR professional qualification such as ACCA/ACMA/CPA/ACA.
  • At least 8 years of experience in grants design administration, management and implementation.
  • Experience managing grants under contract (GUC) funded by USAID is strongly preferred.  
  • Deep understanding of ADS 300 series, CFRs, FAR manuals and USAID applicable policies and procedures with regard to financial management, procurement and grants management.
  • Experience of working on sub-contracts, particularly Indefinite Quantity Sub- Contract (IQS) will be preferred.
  • Background in project administration and financial and budget management with USAID programs is required.
  • Proven experience working effectively with multiple stakeholders including government officials, donor organizations, and private businesses.  
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work;
  • Strong interpersonal, writing, and oral communication skills;
  • Detail oriented and ability to accurately document files;
  • Fluency in both written and spoken English required.
