Provincial Construction Engineer

Background: The position is for an international development project working to deliver social infrastructure across Pakistan. 

Position Summary:            

This position is responsible for supporting the Construction Supervision Manager in managing the District Senior Site Engineers by: reviewing the BoQs of the construction projects, producing layouts for new builds and adapting generic designs to the site reality. The construction engineer also conducts site visits on behalf of the CSM to confirm the reports from contractors, site engineers and senior site engineers. He is also responsible for evaluating rehabilitation works in single schools. 

Location: Lahore

Reporting and Supervision: The Construction Engineer reports to the Construction Supervision Manager.

Specific duties and responsibilities include but are not limited to:

• Proactively  build effective working relationships with Provincial and District Education Officers, SST Members, PTC/SC Members, CCSI members and Contractors.
• Create a win-win environment by gaining agreement from partners and / or Customers before taking partnership-oriented actions.
• Supports the CSM in managing the district senior site engineers (including their capacity assessment and training),Provides advice and technical support on all construction related procurement; 
• Produces school site layouts for tender packages
• Conducts regular inspections of construction work.
• Works across multiple sites; and takes a ‘hands on’ approach on site when and where necessary.
• Supports the CSM to/by: Participating in the delivery of Introduction Cluster Training for PTC/SCs, DEOs and CCSIs; and coordinating the delivery of Humqadam Engineering technical assistance and capacity building interventions to all Customer segments.
• Supports CSM in accurate and timely activity based reporting as per project SOPs: weekly, monthly, quarterly etc.
• Supports CSM in providing informative, timely and effectively presented written reports/numerical data as required.
• Ensures collection and analysis of weekly reports of senior site engineers
• Supports CSM to maintain the provincial project tracker
• Supports CSM in filing all project related documents
• Provides Reports to the CSM and to CPMU Islamabad

Required Skills and Qualifications:

• A relevant BSc in Engineering, preferably in construction management;
• Registration with PEC
• Written and spoken English as well as local language(s);
• IT Literacy: able to use MS Word, PowerPoint and Excel at an intermediate level plus knowledge of Smartphone / tablet applications;
• Minimum 5 years of experience in construction at various levels
• Previous work in construction of social infrastructure, such as schools, sanitation facilities, community centers, etc.
• Understanding of local community and related cultural sensitivities
• Understanding and experience of implementing procedures and ensuring teams are compliant with these procedures
• Working knowledge of AUTOCAD (2014/15) is essential
• Knowledge of surveying is an advantage.
