The objective of Punjab Enabling Environment Project (PEEP) is to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on the horticulture and dairy and livestock sub-sectors. PEEP will help create internationally competitive policy environments for horticulture, livestock and dairy sub-sectors providing the private sector with the security required for investments in agriculture aimed at improving the quality and quantity of produce in the domestic market.

Job Description – Grants Associate:

  • Assist the Grants Manager in the preparation of grants’ RFAs, grants agreements, and other grants-related documents and proactively identify errors and/or missing documentation to ensure compliance.
  • Assist the Grants Manager in the preparation of task orders for TAS-IQS holders.
  • Assist the Grant Manager to monitor financial management of grant funds, in particular monitoring the projected expenditures of each grant against their actual incurrence.
  • Assist Grants Manager in verification of grantee expense reports and submit payment requests to Finance department.
  • Prepare and update grants and IQS task orders tracker on weekly basis.
  • Assist Grants Manager in conducting pre-award assessment survey and financial reviews.
  • Assist Grants Manager in negotiating budgets with potential grantees and provide support in preparing grants negotiation memorandum for USAID approval.
  • Support the full cycle of grants and subcontracts management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.
  • Coordinate with program units on grants, TAS related activities.
  • In collaboration with the relevant operations and admin team, coordinate all logistical arrangements for the grants events, workshops, pre-application briefing / assistance sessions, pre-proposal conferences and other training activities to achieve conformity to assistance program objectives
  • Assists in reporting all grant-related information to M&E team
  • Maintain necessary trackers to manage the grants, including the procurement tracker for in-kind grants, and coordinate with the Operations Manager to ensure the integration of grants’ inventory within the USAID PEEP inventory list.
  • Ensure the proper reporting, filing and archiving of all relevant administrative, contractual, personnel, technical and programmatic grants documents both via electronic files and hard copy files
  • Proactively research updated USAID and Chemonics’ grant policies and regulations to ensure compliance of grant activities, etc.
    • Ensure timely, high quality completion of all relevant reporting requirements;
    • Ensure that day-to-day personal behavior and performance are fully compliant with the project’s policy manual;
    • Exercise professional interpersonal skills to effectively work with all project staff, clients, counterparts;
    • Abide by all local laws, USAID regulations, and US Embassy/USAID project directives; and
    • Perform any and all other tasks as may be assigned in a manner that contributes to achievement of the project’s work plan and objectives.
    • Report to Grants Manager.

Qualifications and Educational Requirements.  The individual holding this position shall possess the following:

  • Master’s degree in Business Administration, Finance, Accounting or a related field from a leading

Pakistani or foreign university; OR

  • Bachelor’s degree with CA (Inter), ACCA (Finalist) or ACMA
  • Two to five years of work experience in a similar capacity
  • Prior experience with USAID grants/IQC/IQS programs preferred;
  • Fluency in both English and Urdu required; other Pakistani languages preferred;
  • Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of PEEP and Chemonics.
  • Ability to work under short deadlines and efficiently handle multiple tasks.
  • Budgeting, compliance, and grants management experience is desirable.
  • Previous work experience with international donors/NGOs required.
  • Proactive and ability to work with minimal supervision
