ToRs_Consultant for IYCF&Vit-A (with UNICEF technical Support:

Under direct supervision of Director/ National Focal Point, in close coordination with UNICEF, the support as Consultant for (IYCF and Vitamin A guidelines).

Reporting to:

Director/National Focal point

Close Coordination with:

UNICEF, Islamabad.

Tasks:

The consultant will focuses on the following listed objectives;

  • To participate and represent Government/National Nutrition focal point in IYCF working group meetings.
  • To facilitate UNICEF on the process of IYCF guideline approval from M/O NHSRC.
  • To ensure optimal and timely coordination among the nutrition partners, federal and provincial governments and the stake holders by provision of technical support and assistance to Nutrition Director.
  •  To technically support the development of relevant multisectoral policy framework and other required instruments for the implementation of IYCF interventions and Vit A Supplementation.
  • To provide and organize activities in close coordination of Provinces and the Federal Ministry in regards to IYCF and VIT A supplementation at all level.
  •  Coordination of activities in accordance to the needs of Federal Ministry to support Provinces.
  • Development of IYCF guidelines with synergies at Provinces in coordination with UNICEF focal person.
  •  Plan and carry out training need assessment and support Director Nutrition of Federal Ministry for coordination with other partners.
  • Preparation of national IYCF and VIT A supplementation work plan and strategy, monitor and report and share progress on IYCF and vitamin A supplementation with relevant stakeholders.
  • In close coordination with PIMS, UNICEF, WHO, WFP and other partners, develop IYCF guideline and revise the IYCF strategy.
  • In close coordination with federal EPI cell, WHO, UNICEF and other partners, develop vitamin A supplementation guidelines and protocol based on latest scientific and programmatic evidence.
  • Organize/facilitate workshop, meetings and trainings related to IYCF and micronutrients (including vitamin A).
  •  Planning, coordination and routine operations, including drafting of notifications, letters for communication, minutes of stakeholders meetings and maintenance of the records.
  • Communication among all stakeholders including federal / provincial / state governments, private sector, international organizations and civil society regarding IYCF and Vit A supplementation and related nutrition interventions and strategies.
  • Supporting the operationalization of provincial IYCF plan activities (plus federal level)
  • Prepare reports on the implementation of national and sectoral policies, strategies, plans and activities, with special attention to IYCF &Vit-A interventions.
  • Organize periodic meetings, provincial consultative workshop and feedback to UNICEF.  
  • Perform specific support and coordination tasks as required by Ministry

Deliverables

  • Monthly activity report.
  • Minutes of meetings.
  •  Proceeding of the workshops.
  •  Draft policy papers.
  • IYCF National Strategy and guidelines.
  • Reports on the implementation of National / provincial policies, strategies and plans.
  • Any other, as advised by the supervisor

Qualification and experience:

  1. Post graduate university degree in Human Nutrition or MBBS with MPH (Nutrition focused).
  2. Minimum 07 -10 years of relevant experience in Public Health Nutrition, Health, and development sector with demonstrate of experience having similar kind of assignment.
  3. Previous experience with government/development partners is essential, in which we will see for:

                               i.            Proven skills in communication, networking, strategic thinking, excellent knowledge of mother and child nutrition, advocacy, negotiation, and ability to relate to traditions and culture.

                             ii.            Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills.

                          iii.            Strong communication, report writing and interpersonal skills.

                          iv.            Ability to work independently and as team work to deliver quality results with limited supervision.

                             v.            Fluency in English.
