Relevant Experience:

  • Minimum Bachelor’s degree or equivalent in human resources management, business administration, management or related field.
  • Minimum 2 years of relevant experience in human resources required. Experience of working in a USAID funded project highly preferable.
  • Knowledge and experience of USAID project close-out will be highly desirable.
  • Experience and knowledge of employment laws is a plus.
  • Excellent verbal and written communication skills; English fluency is required.
  • Demonstrated leadership, planning and organizational skills

Job Description:

The Human Resources Specialist will ensure HR policies and procedures compliance, maintenance of human resources data base in both hard and soft form, making sure that the department operations are run smoothly including recruitment, performance management, employee retention and terminations.

Major Responsibilities

  • Responsible for in-country field based Human Resource requirements for the project including management of all employee records and adherence to in-field HR policies and procedures and compliance with appropriate corporate policies.
  • Management of salary administration, salary recommendations, supervision of personnel records and files, compliance with mandatory training requirements, adherence to recruitment guidelines and annual employee certification.
  • Ensure the salary and leave records, staff training requirements and activities are properly maintained and updated.
  • Work with the Director of Security and Support Operations regarding revisions to employee contracts, coordinating changes with legal counsel, and ensure that employee contracts are properly maintained and updated, new employee contracts are completed on a timely basis.
  • Work with the local labor lawyer to make sure that the employee benefits during and at the cessation of agreement are in compliance with the local labor law. Conveying any discrepancies to the management for rectifying the relevant policy
  • Ensure the recruitment process is fair and transparent and complies with policies and procedures, directing the preparation of advertisements for different positions, coordinate conducting interviews, checking references and preparing offer letters.
  • Ensure that all job descriptions are current, provide advice on job description responsibilities and alignment to the position salary grade and meet the guidelines established by management.
  • Manage and address any grievance handling complaints including harassment issues and make sure that each complaint is taken very seriously and that the senior management is apprised of the outcomes of the investigation and final recommendation of the panel
  • Ensure that all changes in the staffing requirements during the year are communicated to the finance manager for incorporation into the budget
  • Attend weekly project progress meetings and update the senior management on the status of active and TBR staffing numbers. Also, discuss any outstanding HR related issues
  • Work with local subcontractors to determine their staff’s employment status with PDP. Reporting of any changes to the Home Office for inclusion into the subcontractor contracts
  • Work with the Field Office and Home Office staff for effective close out planning and implementation.
  • Report the staff numbers on a monthly basis to Home Office HR and provide information to them as and when required
  • Regularly discuss and resolve any lack of clarity on reporting structure or other employee matters with the team leads, Director Support Services, DCOP and COP
