Position Summary:

The Economic Development Field Officer is responsible for coordination and implementation of all projects and activities related to establishment and strengthening of businesses under the Micro & Small Enterprise component of the project within his/her respective agency in accordance with the best practices of the program. The Economic Development Field Officer liaises with government representatives, line departments and communities, as needed, at the field office level.


Reporting & Supervision: 

The Economic Development Field Officer reports to the Agency Development Field Coordinator and coordinates closely with the Economic Development Officer.

 

Primary Responsibilities:

  • Assist senior management in the formation of economic development strategy in the agency assigned, including where to focus program resources, as well as how to address programmatic challenges.
  • Implement as well as supervise agency level initiatives for economic development and MSEs as per program priorities and in response to the local community and GoP’s priorities.
  • Serve as point of contact for economic development issues at the agency level and actively develop and maintain positive relationships with all relevant stakeholders in the agency, including but not limited to all government departments and representatives, community and tribal leaders, local organizations and other partners.
  • Initiate, manage and oversee implementation of grants to MSEs and Civil Society Organizations (CSOs) within the assigned agency, from the generation of grant ideas in accordance with the strategy to the completion and closure of each grant as per the standard operating procedures and in compliance with donor rules and regulations.  Supervise implementation progress by CSOs in the field as per rules and regulations of FATA ESP
  • Monitor and report to senior management on the changing environment and thereby pro-actively contribute to evolving economic development strategy in response to ground realities.
  • Oversee the maintenance and submission of project management tools to ensure quality implementation of all economic development projects and activities in a timely fashion.
  • Identify business opportunities that can be supported by FATA ESP and prepare grant ideas, proposals for approval as per guidelines for award of grants
  • Submit program related reports as required.
  • Coordinate and facilitate monitoring of ongoing projects with the Monitoring and Evaluation Unit.
  • Other duties as required.

 

Physical Demands:

  • While performing the duties of this job, the employee may occasionally be required to lift and/or move up to 20-25 pounds.

 

Required Skills & Qualifications:

  • Bachelor’s degree in business administration, social sciences, economics and agriculture, Master’s degree will be preferred.
  • Minimum of five years of experience in development activities related to MSEs, livelihood, entrepreneurship, agri-business, and value chain.
  • Relevant experience in enterprise development and grant management (individual businesses and through partner CSOs) in similar environments will be preferred.
  • Extensive experience in community participation, consultative-implementation methods, project management, including design, development and oversight of economic development in a rural setting.
  • Possesses the knowledge and experience to analyze national, regional and local politics.
  • In-depth knowledge of local government, culture and traditions; previous work experience in the region of FATA is required with experience in relevant agency preferable.
  • Creativity and analytical capacity to design and implement economic development projects in a challenging security environment.
  • Flexibility to adjust to new implementation practices and new strategic guidance as per the changing political environment.
  • Ability to manage multiple tasks and work under pressure in insecure environments.
  • Experience implementing donor funded projects preferred.
  • Excellent communication and presentation skills desired.
  • Spoken and written fluency in local languages required.
  • Fluency in English preferred.
