Project Summary: 

Chemonics International, an international development consulting firm based in Washington, D.C., seeks qualified candidates for an anticipated project in Pakistan funded by the U.S. Agency for International Development’s Office of Transition Initiatives. This project will build upon ongoing work under the current Pakistan Transition Initiative (PTI) program, aiming to counter violent extremism and build a foundation for political and social development in conflict-prone communities in Pakistan. We are seeking technical experts and project managers, preferably with prior experience in working on development projects. This anticipated project is expected to span over 3 years and will focus on areas of Northern Sindh, Southern Punjab, and Karachi. 

We are recruiting for a Monitoring and Evaluation Officer who can become part of our proposal team and later be hired once and if the Project has been awarded to Chemonics International Inc. The individual holding this position will be responsible for:

  • Providing overall support, advice, and oversight on program-level monitoring and evaluation
  • Supporting and advising colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency across offices
  • With support from OTI, contributing to the design, implementation and ongoing revision of an M&E system that adheres to OTI guidance and meet the needs of the program for learning, analysis and reporting
  • Ensuring smooth coordination between the Contractor, grantees and OTI's Independent Monitoring Unit
  • Offering technical assistance in the development, selection and application of M&E processes and tools
  • Overseeing the development of M&E plans for each activity and ensuring M&E concepts are incorporated into the activity cycle across offices
  • Overseeing and advising colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency and quality
  • Helping in the identification, analysis, and synthesis of lessons learned from program implementation and along with the CVE Technical Advisor, facilitating the incorporation of those lessons into the activity development cycle
  • Providing input and advice on procurement of M&E third-party services if needed
  • Training other staff and local partners where required, on key M&E concepts, tools and processes
  • Undertaking, as required and when possible, visits to project locations to collect data and/or oversee data collection efforts

Relevant Experience and Qualifications

  • A minimum of four (4) years of experience in monitoring and evaluation, social science research, journalism, or a similar field
  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups
  • Proficiency with softwares such as Microsoft Word, Excel, Access; familiarity with statistical softwares is highly desirable
  • Strong analytical skills and writing ability
  • Experience in a diverse and fast-paced work environment
  • Experience working with donor-funded projects
  • Fluency in written and oral English is required
  • Proficiency in Urdu is desirable but not required
  • University degree in a relevant field desired, but not required
