Terms of references (TOR)


  • Training Needs Assessment.
  • 25 officials in the district department of education in Swat will be provided with training on action planning management and other areas of their needs.
  • Annual education plan for swat district plan will be developed.
  • Formation of study TOR.
  • Carry out the study with participation of gov, community and children
  • Report prepared and shared with project manager.
  • A participatory training needs assessment of PTC members to determine the content of training
  • Develop training materials
  • Three -day training sessions for Secretaries and Chairpersons from 30 PTCs in Swat
  • Backstopping support for all trained PTC members through various communication channels by CARE partner and relevant gov officials
  • Formation and orientation of 4 Cluster level PTC Forums
  • Formation of TORS based on inputs from members
  • Develop advocacy plans to advocate for improved budget spending on schools for quality education that ensures retention and completion
  • Advocacy meetings with the respective parliamentarian and education officials
  • Capacity building manual prepared
  • Using the PETS tool of social accountability track budgets
  • Using score cards to demonstrate parents’ perception on the facility and quality of education.
  • Public hearing with education officials (interaction between PTC forums and education officials)

 

 

Education/Qualification/Experience:

  • B.A/ BS.c from any HEC Recognized Institution, with 3 years total experience in social sector and 1 year in education project.
  • Preference will be give to local.

Skills Required:

  • Experience of working in KPK/particularly in swat.
  • Strong Urdu and Pashto
  • English language skills as appropriate to the study.
  •  Strong interpersonal skills and ability to mix well with people of all backgrounds
  • Ability to listen and observe carefully, remember well and write detailed notes
  • Inquisitive and questioning nature and interest in people (including ability to challenge own assumptions)
  • Adaptable, committed and flexible attitude
  • Experience working with communities on education programmes.
  • Computer skills, including MS/World and e­mail.
