Position Title: Drought Project Officer

BACKGROUND: CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation.
CRS has been working on Drought Mitigation in Tharparkar District since 2004. The Drought Mitigation project has focused on improving household and community resilience to drought through water infrastructure, water efficiency for multiple purposes, Natural Resource Management (NRM), improved agricultural productivity, and improved livestock health and productivity.
Currently, CRS is preparing to initiate a new, six month project that will build on CRS previous experience to support improved resilience for drought-affected communities and households in Tharparkar. This project will focus on livestock productivity, including immediate response to the current severe drought and improving mitigation and coping strategies for future droughts. CRS hopes to secure continued funding for disaster risk management in the future.
JOB SUMMARY: The Project Officer is responsible for providing direct implementation support to partner field teams and managing project activities. These responsibilities include but are not limited to registering and verifying beneficiaries, mobilizing communities, monitoring voucher fairs and market days to ensure the quality of materials and compliance with CRS standards, delivering beneficiary trainings in the field, coordination, reporting, monitoring and evaluation of program activities, ensuring CRS’ accountability to beneficiaries, and working with local partners to build their capacity. S/he will also be responsible for collecting formal data and communicating changes, problems and successes in the field to the Base Manager. The Project Officer is expected to regularly visit field areas.
FUNCTIONAL RESPONSIBILITES
Project Implementation and Community Mobilization
 Conduct social mobilization and training session with the affected communities as part of community based programming.
 Work in close cooperation with all key stakeholders including government authorities, community leaders, beneficiaries, partner organizations and other providers of emergency relief
 Provide technical support to partners in oversight of relief and rehabilitation interventions
 Ensure timely and efficient monitoring and evaluation of project activities.
 Communicate project activities, eligibility criteria, and CRS contact information to community members and other stakeholders.
 Ensure the accurate and fair application of eligibility criteria for beneficiary identification, selection, verification and registration.
 Support beneficiaries, partner staff, and vendors on market days to ensure that the voucher process is carried out according to CRS standards.
 Monitor and verify the voucher redemption process.
 Ensure timely payments to vendors.
 Ensure equitable and fair distribution of cash-for-work tasks and inclusion of vulnerable individuals and households.
 Deliver timely cash payments to beneficiary households.
 Verify project progress against performance indicators.
 Build partner field staff capacity for social mobilization, participatory methods, and voucher and cash-based programming.
 As delegated by the PM, liaise with PO’s in other locations to ensure sharing of lessons learned, tools and systems.
 Conduct any other programming responsibility delegated by the Base Manager.
Report Writing:
 Write daily field reports and weekly reports.
 Contribute to monthly and quarterly program reports.
 Support partner report writing.
 Document success stories in the field.
 Communicate any changes, challenges or successes in the field to the Base Manager.
Administrative responsibilities:
 Coordinate field movements and activities with partner staff and Base Manager.
 Register beneficiaries.
 Record voucher distributions and redemptions.
 Track labor and participation for Cash for Work.
 Maintain timesheets.
 Maintain and update all Drought Mitigation project-related records.
Emergency Response:
As CRS/Pakistan responds to humanitarian disasters and emergencies, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

Internal: Base Manager, MEAL PO, Livestock TA, Emergency Coordinator, , Head of Programs
External: Partner Social Mobilizers, MEAL and Technical Staff, INGOs and other agencies, Government line department officials, vendors.

Qualifications:
 Bachelor’s degree
 Minimum two years of social mobilization experience on similar position in relief and development organization, preferably in INGO
 Competency with computers (Microsoft Word, Excel, PowerPoint, Outlook, Internet Explorer)
 Experience working in a participatory project
 Experience working on voucher or cash-based programming preferred

 Proactive and self-motivated approach to work, with an enthusiasm for learning and openness to adapting
 Willingness to spend 80% of time in the field
 Physically fit, able to go to remote villages for more than 4 hours under harsh conditions
 Ready to travel to remote areas of Pakistan for extended periods as well as travel domestically upon short notice
 Strong communication skills
 Fluency in Sindhi and other relevant local language in Tharparkar
 Able to communicate in spoken and written English
