Background:

Scope of Work for the Consultancy Service:

The overarching goal of the assignment is to assess the needs for institutional building and capacity development; describe, analyze the value chain from a market point of view (analysis of the situation and define different scenarios; the advantages, and constraints and profitability of each of scenarios and how to invest on the sector and on what scenarios of aquaculture sector.

Revival of Qargha and Kapisa hatchery farms based on the achievements of a pilot phase, which fall under the Government’s sector strategy, the Project will support the professionalization of Afghan main lines, and encourage private hatcheries.

Specific Objectives:

This project through investment, training of technicians and professional structure is designed to strengthen streams of farmed fish. More specifically, will sought:

  1. Making national levels of public centers dedicated to providing inputs and advice to fish farmers.
  2. The training of national technicians related to fish farming and professional organizations for the production, distribution services and inputs, increasing production and improving marketing of fish products.
  3. The professional structure for the emergence of profitable and sustainable industries.
  4. To identify needs and propose actions aimed at improving the performance of the all value chain, focusing specifically on production by private farmers.
  5. To design the minimum requirements in terms of service to help in the all value chain development.
  6. To review the different available option in Afghanistan on the aquaculture sector in Afghanistan (market, share…) and
  7. To formulate terms of reference  (TORs) for specific needs in conjunction of capacity building (appropriate level of sanitary and phyto-sanitary standards, farmers’ marketing capacity and contractual partnerships amongst actors…).

Components of the Assignment:

Component 1: Upgrade technical fish farming centers:

  • Rehabilitation of the first two centers (Qargha and Kapisa Fish Farms) and strengthening their ability to control reproduction and provide the private farms and fry.
  • Construction of new centers in other provinces following the recommendations of market research undertaken early in the project.

Component 2: Support the delivery of services by the centers:

  • Strengthen and develop the skills of technicians supported by centers such as those of producers and managers involved in organizations. The demand for services rearing techniques but also various links in the chain of supply of inputs (food, care…) at the disposal of products (marketing organization, regular supply of consumer markets, contracts of deliveries…).
  • In parallel, institutional support will be provided to MAIL for defining a national policy on genetic improvement and refocusing on its oversight and support of the industry.
  • In response to market demand for the consumption of fresh fish, many private investors engage in such speculation, must rely on the support (training, provision of inputs, advice…) of fish farms. The fry are produced by the centers that have mastered the techniques of breeding and rearing of fish species to be sold to private sector. The investments made by private sector are following the advice and training provided by the center.                 

Component 3: Support for the emergence of agricultural cooperatives and professional organizations that support the development of fish production chains.

The preceding components will equip the centers of technical courses dynamic and competent service to agricultural organizations in place and creation, mainly cooperatives, to organize and equip themselves in order to (i) ensure the profitability and sustainability, (ii) to specialize, some of them on specific links (supply, marketing…) and (iii) create wealth in rural and suburban areas.

To this end, cooperatives associated with the Project will have to prove their strength and have a defined business plan coherent and realistic. They should be able to liaise between the Project activities and their members. The Project will provide the means for:

  1. Capacity building of organizations: support for the definition of a business plan and the development of their projects, technical training and administrative, technical monitoring and management.
  2. The grant of specific equipment with high structuring power.

Key Competency and Qualifications:

  • Masters in Aquaculture, Agriculture, Animal Husbandry while PhD holders preferred
  • Working experience in capacity building and training
  • Detail-oriented, honest and responsible
  • Excellent communication skills
  • Good report writing skills
