Program Officer-Legal

An international non-governmental organization (INGO) is seeking to hire Program Officer-Legal for its Community Mobilization Program in Sindh (CMP). The Program Officer - Legal will support CMPs work in relation to providing legal technical assistance to Government of Sindh. As CMP’s focal point, work closely with the legal services firm contracted by CMP, and manage its contract as per agreed deliverables. Provide legal/technical assistance and support to CMP, GOS and USAID on a regular basis for the procurement processes of EMOs for current, as well as upcoming batches of SBEP schools after the contract with legal firm expires. He/She will provide expertise in preparation of template for bidding documents; feasibility reports; negotiations with prospective contractors; evaluation processes; key performance indicators (KPIs); management contracts; and, any other products relevant to it.  He/She can prepare summative reports to document the process. Attend meetings with important stakeholders as advised by CMP and the ELD PPP Node, including presenting the outcomes of engagement with the legal firm. Coordinate with the GOS Law Department, Sindh Public Procurement Regulation Authority, the PPP Unit within the Finance and Education Departments, as and when necessary for the purpose of fulfilling the tasks under this employment.

He/She will report to the Advisor for Education Governance and Management. Provide legal/technical support and assistance to the Advisor Education Governance and Management, in his tasks of supplementing the GOS’ and USAID’s efforts to create and establish outsourced public private partnership management for SBEP schools. Supplement CMP’s efforts to solicit in-kind support PPPs for SBEP schools by providing inputs on, and drafting PPP contracts, MoU’s, agreements, etc. This position will be based in Karachi and will require travel in different locations of Sindh province.

Minimum Qualifications and Experience:

  • Bachelor of Laws (LLB)
  • A minimum of five (5) years’ experience as a legal practitioner
  • Experience in legal research and preparation of legal documents, contracts, leases and agreements
  • Experience in interpretation and analysis of covenants and conditions contained in contracts, agreements.
  • Experience of working with public sector and/or Public Private Partnerships
  • Experience of working with technical teams, particularly in the legal discipline
  • High competency in spoken and written English
  • Experience of working in social services sector and donor agencies is desirable
