The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking high calibre professional/firm for the following consultancy services to be based in Islamabad with field work and extensive visits to Gilgit Baltistan:

 

“End line Evaluation of Gilgit Baltistan Health Development Project phase- 2”

Overall Objectives

1.      Purpose of consultancy

The purpose of the consultancy for End Line evaluation of  Gilgit Baltistan Health Development Project phase- 2  is focused on contracting  an individual consultant /consulting firm for conducting an end line evaluation in order to measure changes in perception of services beneficiaries in the catchment population of sampled health facilities, know about outcomes of different training by interviewing trainees and  determine improvement in physical  infrastructure and service delivery at Public Private Partnership model at Civil Hospital Gupis and other AKHS facilities that have been managed under this grant.

2.      Background

KfW provided financial support to Aga Khan Health Service, Pakistan (AKHS, P) for Gilgit Baltistan (GB) region under the Gilgit Baltistan Health Development Project Phase II (GBHDP) in 2009 for a period of 5 years up to June, 2014.  However, in order to complete unfinished construction work and operationalizing Civil Hospital Gupis on Public Private Partnership basis, AKF(P) requested the KFW for six months No Cost Extension, which was then approved by the donor and the NCE will be ending on 31st December, 2014. 

The project has made major inputs for infrastructure development at four primary health care facilities of AKHSP at Yasin, Chatorkhand, Jafferabad and Soust in terms of construction of additional rooms for delivery of expanded services, retrofitting and insulation of Civil Hospital Gupis (a Public Private Partnership model). The project has also supported new training and refreshers for LHVs, Nurses, Doctors, Community Based Health Workers and Health Management staff of AKHSP focused on strengthening their clinical as well as management skills; provided support for procurement and provision of essential equipment, medicines and supplies to 33 health facilities and procurement of 7 vehicles for ensuring logistical support to the programme activities in the field. 

The aim of the project is to contribute to the improvement of the health system for the population of GB with particular attention to women and children.

The major components of the project are:

  1. Rehabilitation/construction of health facilities.
  2. Procurement of medicine, equipment and vehicles.
  3. Training of staff and community based health workers(CHWs and TBAs of AKHS and LHWs of government).
  4. Coverage of operation cost including support, supervision and facility operation on pro rata basis on a declining trend over the project period.

Mid Term Review of the project was conducted by EPOS team which involved review of progress on activities for four orgnaizations who have been major recipient of  funds for GB Health Development Project including the Departmnet of Health Gillgit Baltistan, Gilgit Baltistan, AKHSP and Mary Adelaide Leprocy Centre, Rehnuma-family Planning Association of Pakistan.

3.      Objectives of the End Line Evaluation

  1. To determine physical condition of health buildings in five sites for  safety, thermal efficiency, spaciousness for different services and comfort to service providers and patients.
  2. To evaluate status and availability of essential equipment, drugs and supplies by capturing views of services beneficiaries, health service providers and government health officials.
  3. To measure outcomes of  different trainings received by the AKHSP staff and community based health workers. 
  4. To conduct a financial analysis of health care facilities budget supported by the project. 

4.      Scope of Work for the consultant/ consultancy firm

Consultant /Consultancy firm will have to conduct the following specific tasks.  

  1. Schedule meeting with Health Team of AKF and AKHSP to discuss TORs, purpose of end line evaluation  and timelines  and submit an inception report.
  2. Review project documents including the project proposal, work plan, baseline survey report, Mid Term Evaluation report and project progress reports.
  3. The incumbent consultant will design the methodology of this endline evaluation with AKF senior management. 
  4. Design and draft end line evaluation protocol, detailed methodology including representative sampling, quantitative and qualitative data collection techniques and tools/checklists.
  5. Develop procedure for data quality assurance, data cleaning and management.
  6. Collect quantitative and qualitative data by visiting field in Gilgit Baltistan.
  7. Analyse qualitative and quantitative  data and prepare a concise report documenting the preliminary findings of the end line survey  for review by  Health Team of AKFP and AKHSP.
  8.  Finalize report by incorporating feedbacks and submit to Senior Programme Officer Health AKF(P) and GM AKHSP Gilgilt Baltistan on due date.

7.      Reporting

After signing the contract, the local consultant will review the project documents and will submit a work plan for the entire duration of the assignment. The consultant will work closely with AKFP, AKHSP Gilgit Baltistan teams. The consultant will be supervised and monitored by the Senior Programme Officer Health AKF (P)/ General Manager AKHSP for Gilgit Baltistan during the assignment. Director Health AKFP will provide technical backstopping during survey design, implementation, and analysis and report preparation.

8.      Payment Plan

The total consultancy amount will be paid on successful delivery of all deliverables as per the following schedule.

i)        30% of the contract value as advance on signing of the contract.

ii)      30% of the contract value on completion of field level data collection and submission of draft report(preliminary results).

iii)    40% of the contract value on completion and submission of final report.

Withholding tax will be deducted at source, as per the GoP statutory laws.

9.      Qualification and Experience of the Consultant

  • Lead Consultant should have Master’s degree in Public Health with experience in  Monitoring, Evaluation and Research.
  • At least ten (10) years of  work experience of working as Researcher, Surveyor, Monitoring and Evaluation Expert or reputable firm for conducting large scale baseline and end line surveys and evaluation studies in health sector for international NGOs.
  • Proven expertise in data analysis and preparing best quality reports.
  • Fluent in English and Urdu, and able to simplify complex concepts in to simple language and translate when necessary.

Familiarity with the policies, programmes and operating modalities of the Government of GB and AKDN will be desirable.
