Job Purpose:

 

  • To support the development, implementation or mainstreaming of M&E functions and systems, specifically but not limited to Accountability, Monitoring & Evaluation (M & E) and Learning

 

  • To contribute to the process of strengthening M&E department through deliverables as well as support in strategizing and planning for future growth

 

Key responsibilities and accountabilities:

 Development of M&E department

  • Define & Develop M&E functions within DIL
  • Develop M&E Strategy based on defined functions for the department and assist in implementing the strategy
  • Work with all departments to develop a mechanism to review external and DIL best practices in Accountability, M & E and Learning
  • Deliver training and organize other capacity building activities for program staff on M & E and selected cross-cutting themes to program and M&E teams
  • Lead training and other capacity building activities on Accountability mechanisms 
  • Develop capacity building plan for program staff on capturing human interest stories, case studies and lessons learnt

 Capacity building of M&E, program and/or support staff in program quality and accountability mechanisms and approaches

  • Revise existing module of M&E related trainings in order to make it more action oriented

 

Contribute to M&E institutionalization and follow-up

  • Assist programs in defining sampling and assessment/surveillance methodologies and provide technical advice
  • Provide necessary support to department  to review and build upon existing accountability mechanisms in line with applicable standards
  • Design systems to collect and verify M & E data produced by Programs/Schools
  • Provide Technical Support to assess the quality and effectiveness of M & E systems within each Schools
  • Participate in processes to identify areas within Programs/Projects/Schools that need internal evaluations and help roll out the evaluations
  • To develop methodologies to locate qualitative changes brought about by DIL in educating children
  • Organize & Develop learning, knowledge sharing and capitalization workshops
  • Provide necessary support in external evaluations (if applicable)
  • Responsible for development of Yearly M&E Strategic Plan

 

Representation in relevant forums and working groups

  • Represent DIL externally in issues related to monitoring, evaluation, accountability and reporting

 

Education, qualification, skills and experience:

Education: (Formal degree)

  • Masters degree in Social Sciences

 

(Relevant) Experience:

  • 3-4 years of relevant experience in development sector

Skills: (Essential and Desirable)

  • Excellent oral communication skills  (E)
  • Excellent report writing skills (D)
  • Strong analytical skills for qualitative and quantitative data (E)

Technical knowledge/ know how

  • Excellent computer skills especially statistical analysis using MS Excel etc.
